Foreign types of policies of fulfilling obligations in Energy Efficiency Directive (202/27/EU) and their possible application in the Czech Republic

Abstract:

Energetika je velice významným tématem ve všech národních politikách i v politice Evropské unie. S energetickou politikou je spjata i Směrnice o energetické účinnosti (2012/27/EU), která představuje další regulatorní prvek v oblasti spotřeby energie v evropských zemích. Jedná se o podpůrný nástroj pro dosažení jednoho ze tří cílů v oblasti energetiky vytyčených v tzv. klimaticko-energetickém balíčku 2020 (Evropská komise, 2007). Konkrétně jde o cíl zvýšení energetické účinnosti o 20 % oproti roku 1990. Směrnice udává státům povinnost mezi roky 2014 a 2020 snižovat množství konečné spotřebované energie o 1,5 % ročně. Práce se zabývá přístupem ČR k naplnění závazků Směrnice pomocí tzv. alternativního schématu a srovnává cesty k naplnění cílů s vybranými státy EU. Pokud by ČR volila cestu přenesení povinnosti snížení konečné spotřeby energie pouze na distributory nebo maloobchodní prodejce energie, je silně pravděpodobné, že by se úspory dosažené v oblasti konečné spotřeby výrazně promítly ve formě zvýšení cen. Tento jev by způsobil řadu nejasných cenových signálů i v ostatních odvětvích a pro Českou republiku by volba povinného schématu (které je využíváno v některých státech EU) zřejmě přinesla řadu negativních dopadů.

Abstract:

Energy is a very important topic in all national policies and politics of the European Union. The energy policy is linked with the Energy Efficiency Directive (2012/27/EU), which represents an additional regulatory element of the energy consumption in European countries. It is a supportive tool used to achieve one of three targets of the energy sector outlined in the Climate and Energy Package 2020 - specifically, the objective of increasing energy efficiency by 20% compared to 1990. Directive specifies the obligation of States between 2014 and 2020, reduces the amount of final energy consumption by 1.5% per year. This thesis deals with the approach of the Czech Republic to fulfill the obligations Directive using the alternative scheme and compares possibilities and ways of achieving the objectives of the selected EU countries. If the Czech republic chooses the way of shifting the obligation by reducing final energy consumption only to distributors or retail energy sales companies. In this case, there is a strong possibility that the savings achieved in the final consumption would be significantly reflected in the form of price increases. This phenomenon is caused by a number of unclear price signals, as well as in other sectors. In the Czech Republic, the choice of the statutory scheme (which is used in many EU countries) would bring many negative effects.
