Strategic Decision Making of Cities´ Management in the Czech Republic and it´s Relation to the Utilization of the Development Funds

Abstract:

Hlavním cílem této práce je objasnění vztahu mezi strategickým a finančním řízením měst a obcí a zjištění, zda je mezi těmito dvěma procesy pozitivní vztah. Dalším cílem je zjistit, jaká je úroveň strategického řízení ve vybraných měst Ústeckého kraje, a to ve městech Litoměřice, Kadaň a Žatec. První, teoretická, část práce se podrobně zabývá současnými pohledy na pojmy, jako je strategické řízení, strategické vládnutí, strategické plánování a strategický management. Snaží se nalézt a definovat hlavní rozdíly a shodné prvky mezi jednotlivými úrovněmi řízení a zasadit tyto teoretické přístupy do praktického prostředí samospráv v České republice. Teoretická část poskytuje nezbytné zázemí pro druhou, aplikační část práce. Zde jsou především definovány hlavní oblasti, jež mají podle autora na strategické řízení zásadní vliv a podle kterých je dále analyzována úroveň strategického řízení ve vybraných městech. Jsou to oblasti strategie města, zvyšování kvality řízení a finanční řízení. U těchto oblastí jsou dále stanoveny indikátory, podle kterých je hodnocena úroveň rozvinutosti jednotlivých oblastí strategického řízení. V závěrečné části práce je provedena samotná analýza vybraných měst Ústeckého kraje na základě hodnocení jednotlivých indikátorů a jejich srovnání.

Abstract:

The main objective of this thesis is to enlighten the relationship between strategic and financial management/decision-making of municipalities, as well as to determine whether there exists a positive relationship between the two processes. Another aim of this thesis is to investigate the level of strategic decision-making in the selected cities of the Ústí region, which are Litoměřice, Kadaň and Žatec. The first, theoretical part of this thesis, deals in detail with contemporary views upon terms such as strategic decision-making, strategic governance, strategic planning and strategic management. It seeks and defines the main differences and common elements shared by individual levels of decision-making and implements these theoretical approaches to the practical backround of municipal governments in the Czech Republic. The theoretical part has given a requisite foundation for the second, analytical part. In this part the main areas which have, according to the author, major influence on strategic decision-making have been defined and according to these, the level of the strategic decision-making in the selected cities have been analysed. The mentioned areas are city strategy, increasing the quality of decision-making and financial management. Within these areas several identificators have been determined, according to which the level of development of individual areas of strategic decision-making has been assessed. In the conclusive part of this thesis the analyses of the selected cities in the Ústí region has been carried out on the bases of the assessment of individual indicators and their comparison.
