Macroprudential policy and its impact on the mortgage market in the Czech Republic

Abstract:

Bakalářská práce se zabývá problematikou makroobezřetnostní politiky a hypotečního trhu v České republice. Cílem práce je zhodnotit dopad makroobezřetnostní politiky ČNB, zejména jejích úvěrových ukazatelů LTV, DTI a DSTI na hypoteční trh v České republice. Vyhodnocení probíhalo na základě deskriptivní analýzy a korelační analýzy, které sledovaly vazby mezi úvěrovými ukazateli LTV, DTI a DSTI, objemy hypotečních úvěrů a úrokovými sazbami. Dále byla deskriptivní analýza využita k popisu vývoje podílu hypoték s vysokými hodnotami úvěrových ukazatelů a dopadu, který na ně mělo zavedení závazných limitů. Výsledky ukazují, že zavedení závazných limitů úvěrových ukazatelů přispělo k omezení systémových rizik na hypotečním trhu. Práce má poskytnout ucelený pohled na to, jak správná regulace makroobezřetnostních nástrojů, zejména úvěrových ukazatelů, přispívá k udržení finanční stability.

Abstract:

The bachelor thesis deals with the issue of macroprudential policy and the mortgage market in the Czech Republic. The aim of the thesis is to evaluate the impact of the macroprudential policy of the CNB, especially its borrower-based measures LTV, DTI and DSTI on the mortgage market in the Czech Republic. The evaluation was based on descriptive analysis and correlation analysis, which examined the relationships between LTV, DTI and DSTI, mortgage loan volumes and interest rates. In addition, descriptive analysis was used to describe the development of the share of mortgages with high values of borrower-based measures and the impact that the introduction of mandatory limits had on them. The results show that the introduction of mandatory limits contributed to the reduction of systemic risks in the mortgage market. The thesis aims to provide a comprehensive view of how appropriate regulation of macroprudential tools, particularly borrower-based measures, contributes to maintaining financial stability.
