Abstract:

Evropská regionální a strukturální politika představuje nástroj pro řešení problémů regionální disparit v rámci Evropské unie. Jedná se o ve světě ojedinělý přerozdělovací mechanismus, který v současnosti představuje druhou největší položku unijního rozpočtu s velmi komplexním systémem řízení, na kterém se podílejí, jak členské státy, tak Evropská komise. Tato situace vyvolává v rámci teoretické debaty o evropské integraci, otázku, který z daných aktéru má větší vliv na rozhodovací proces v rámci regionální politiky. Tato debata vedla k vytvoření dvou přístupů, z nichž jeden favorizuje členské státy a druhý Komisi. Situace se ovšem v průběhu devadesátých let vyvinula tak, že nelze jednoznačně říci, který z daných aktérů má výraznější schopnost ovlivňovat přerozdělovací mechanismus. Předkládaný text vychází z tohoto závěru. Práce si klade za cíl definovat, který ze zmíněných aktérů má větší vliv na deformaci přerozdělovacího mechanismu a zdali tato deformace vede ke ztrátě jeho efektivity. Z tohoto důvodu testuje práce dvě hypotézy. První hypotéza na aktivitách členských států v rámci historického vývoje regionální politiky sleduje, zda můžeme skutečně hovořit o relativně stejném vlivu členských států a evropské komise a zda aktivity členských států vedou k deformaci přerozdělovacího mechanismu. Druhá hypotéze testuje na příkladu České republiky v prvním programovacím období, zdali má plánovací mechanismus, vybudovaný k omezení moci členských států, schopnost efektivně přidělovat a hodnotit prostředky ze strukturálních fondů. Zatímco první hypotéza je potvrzena, druhá je potvrzena pouze z části a práce tedy v tomto ohledu spíše vytyčuje pole pro další výzkum v dané oblasti

Abstract:

European cohesion policy represents a tool for solving a problem of regional disparities across European Union. It is globally unique redistributive mechanism that creates a second largest chapter within EU budget with very complex management system that is being administrated together by European commission and member states. Within theoretical debate about European integration this begs question who of given actors has a bigger influence on policy-making process. This debate resulted in two approaches where one favors nation-states and second one the Commission. The development of regional policy in the 1990's has shown, that we today cannot clearly define who of given actors has more significant ability to influence this redistributive mechanism. Presented paper derives from this conclusion. Its goal is therefore to define, who of given actors has bigger potential to deform regional-policy's redistributive mechanism and whether this deformation does not results in losing its efficiency. For that matter is this paper testing two hypothesis. The first hypothesis is testing whether we can indeed talk about relatively same influence of nation-states and European commission and whether the activities of nation-states results in deformation of redistributive process. This matter is being tested on the activities of nation-states during historical evolution of cohesion policy. The second hypothesis is on an example of several subsides in Czech Republic during its fist programming period, testing whether the redistributive mechanisms, originally built to keep nation-states from too strong influence on cohesion policy, has an ability to effectively allocate and monitor resources of structural funds. While paper succeeds in verifying its first hypothesis, it fails to fully verify the second one and for that matter is this paper rather arranging a field for further needed research
