Abstract:

Tato diplomová práce popisuje, jakým způsobem přispívají finanční prostředky poskytnuté z rozpočtu Evropské unie k posílení vnitřní bezpečnosti na teritoriu České republiky. V souvislosti se zajištěním vnitřní bezpečnosti ČR je diplomová práce zaměřena na čerpání finančních prostředků z rozpočtu EU do rozpočtu Policie ČR. Diplomová práce je rozdělena do dvou částí, na teoretickou a analytickou. Teoretická část je zpracována na základě studia odborné literatury, dokumentů, interních aktů řízení Policie ČR a Ministerstva vnitra ČR za účelem tvorby teoretických východisek práce. Součástí práce je mj. analýza stavu čerpání finančních prostředků za programové období 2014-2020, která vychází ze studia dokumentů, zákonů a interních vyhlášek, ale zároveň i z vlastního šetření, které je podloženo na základě rozhovorů s pracovníky napříč Policií ČR, do jejichž kompetence spadá administrace spojená s kompletním vyřízením čerpání dotace. V analytické části je dále popsán konkrétní projekt, na který byly čerpány peníze z fondů EU. Výstupem této diplomové práce je zhodnocení a odpověď na hlavní otázku práce, jak přispívají finanční prostředky z EU poskytnuté do rozpočtu Policie ČR k posílení vnitřní bezpečnosti v naší zemi.

Abstract:

This diploma thesis describes how the funds provided from the budget of the European Union contribute to the strengthening of internal security in the Czech Republic. In connection with ensuring the internal security of the Czech Republic, the thesis focuses on drawing funds from the EU budget to the budget of the Police of the Czech Republic. The diploma thesis is divided into two parts, theoretical and analytical. The theoretical part is based on the study of professional literature, documents, internal management acts of the Police of the Czech Republic and the Ministry of the Interior of the Czech Republic in order to create the theoretical basis of the work. Part of the work is, among other things, an analysis of the state of drawing funds for the programming period 2014-2020, which is based on the study of documents, laws and internal regulations, but also its own investigation, which is based on interviews with staff across the Czech Police. administration associated with the complete settlement of the drawing of a specific subsidy. The analytical part also describes a specific project for which money was drawn from EU funds. The output of this diploma thesis is an evaluation and answer to the main question of the work, how do EU funds provided to the budget of the Police of the Czech Republic contribute to strengthening internal security in our country.
