Political Regime of Belarus

Abstract:

Cílem této bakalářské práce je identifikovat politický režim v Bělorusku. Práce je rozdělená do dvou hlavních částí. V první části jsou představeny hlavní koncepty, v jejímž rámci je politický režim Běloruska zkoumán. V této části definuji z klasických politických režimů autoritářský politický režim a demokracii. V rámci první části definuji také hybridní politické režimy. Základní literaturou pro charakteristiku autoritářského režimu v této bakalářské práci je typologie J. J. Linze a v případě hybridních režimů jsou primární literaturou studie W. Merkela, S. Levitskeho a L. A. Waye. Doplňující literaturou jsou studie J. Holzera, S. Balíka, V. Hlouška, L. Kopečka, J. Kunce nebo V. Dvořáková. Druhá část práce se zaměřuje na konkrétní případ Běloruska. Tato část nejprve pojednává o historickém vývoji Běloruska, zaměřuje se na počátky působení Alexandra Lukašenky v běloruské politice a na klíčové mezníky Lukašenkovy vlády. Následně se zaměřím na současnou situaci, konkrétně na dělbu moci ve státě a na proces běloruských voleb, které jsou jedním z nejzákladnějších ukazatelů politického režimu. Ve druhé části využívám především zpráv Úřadu pro demokratické instituce a lidská práva a také zpráv společnosti Freedom House a na tomto základě v závěru práce pomocí analýzy voleb a analýzy dodržování základních lidských práv v Bělorusku identifikuji současný běloruský politický režim.

Abstract:

The goal of this thesis is to identify the political regime in Belarus. My thesis is dividend into two main block. The first part deals with main theoretical concepts later used for exploring the feature sof political regime. In this part I define the classical political regimes ? authoritarian regime and democracy. In the first part I define also hybrid political regime. Basic literature to characterize the authoritarian regime is the typology of J. J. Linz and in the case of hybrid regimes are the primary literature studies of W. Merkel, S. and L. A. Way Levitsky. Additional literature are studies of J. Holzer, S. Balik, V. Hlousek, L. Kopecek, J. Kunc and V. Dvorakova. The second part focuses entirely on Belarus political regime. This part deals with the historical development of Belarus and the main focus is on the early actions taken by Alexander Lukashenko in Belarussian politics and on the crucial turning points of Lukashenko's government. Subsequently, I will focus present situation - the separation of powers in the state and the process of elections in Belarus, which is one of the most basic indicators of the political regime. In the second part I identify the present political regime in Belarus by analysing the elections and the respect for fundamental human rights in Belarus mainly on the basis of the reports from the Democratic Institutions and Human Rights Office and the reports of Freedom House company.
