Analysis of the Single collection point of revenue

Abstract:

Problémovou oblastí, které se tato diplomová práce dotýká, je institucionální reforma orgánů státní správy v oblasti inkasa příjmů veřejných rozpočtů v České republice. Cílem práce je provést analýzu a zhodnotit návrh projektu vytvoření jednoho inkasního místa pro příjmy veřejných rozpočtů se zaměřením na identifikování problémových oblastí a přínosů. První část je zaměřena na popis situace v oblasti správy příjmů před návrhem reformy. V druhé části je představen samotný návrh projektu s uvedením jeho vize, cílů a způsobu implementace. Třetí část práce se věnuje komparaci posuzovaného návrhu s obdobným projektem vypracovaným Slovenskou republikou. V závěrečné části jsou identifikovány problémové oblasti návrhu, jeho rizika, přínosy a konečné zhodnocení projektu.

Abstract:

Problem area icluded in this thesis is the institutional reform of the state administration in the field of public budgets of the revenue collection in the Czech Republic. The object of this thesis is to analyze and evaluate the draft of the establishment of a single collection place for the public budget revenues project with a focus on identifying its challenging parts and its benefits. The first part focuses on the description of the situation in the area of income management before the reform proposal. In the second part is introduced the draft of the project including its vision, objectives and the way of implementation. The third part is dedicated to comparing the judjed draft with similar project prepared by the Slovak Republic. The final part identifies the problem areas of the draft – its risks, benefits and final evaluation of the project.
