Employee card as an option for social integration of foreigners

Abstract:

Cílem diplomové práce je zanalyzovat, s jakými problémy a nedostatky se v praxi potýkají cizinci a sociální pracovníci pomáhajících organizací v oblasti povolení k pobytu na území na základě institutu zaměstnanecké karty. Práce je členěna na dvě části. Teoretická část se zabývá možnostmi získání povolení k pobytu v souladu se zákonem o pobytu cizinců. Samostatná kapitola se věnuje institutu zaměstnanecké karty. Zaměstnanecká karta je druhem dlouhodobého pobytu na území od roku 2014. Závěr teoretické části je věnován pomáhajícím organizacím, jejichž pomoci mohou využít cizinci v Ústeckém a Libereckém kraji. Jedna kapitola se také věnuje integraci cizinců. V rámci praktické části bylo provedeno výzkumné šetření v Ústeckém a Libereckém kraji. Výzkumné šetření se zaměřuje na problémy a nedostatky, se kterými se potýkají cizinci a sociální pracovníci v oblasti získání zaměstnanecké karty a následně po povolení k pobytu. Jako výzkumná metoda byl použit rozhovor. Cílem praktické části je zjištění, s jakými problémy se v praxi potýkají cizinci v oblasti získání povolení k pobytu na základě zaměstnanecké karty a následně poté, a také zjištění s jakými problémy přicházejí cizinci za sociálními pracovníky organizací pomáhajících cizincům a jaké největší nedostatky v této oblasti spatřují tito pracovníci.

Abstract:

The aim of the diploma thesis is to analyze the problems and shortcomings experienced in practice by foreigners and social workers assisting organizations in the field of residence permit in the territory based on the Institute of Employee Card. Diploma thesis is divided into two parts. The theoretical part deals with the possibilities to obtain a residence permit in accordance with the Aliens Act. A separate chapter deals with the Employee Card Institute. Employee card is a type of long-term residence in the territory since 2014. Conclusion of the theoretical part is devoted to helping organizations whose help can be used by foreigners in the Ústecký and Liberecký Regions. One chapter also deals with the integration of foreigners. In the practical part, a research was carried out in the Ústecký and Liberecký Regions. The research focuses on the problems and shortcomings faced by foreigners and social workers in the area of obtaining an employee card and subsequently on a residence permit. An interview was used as a research method. The aim of the practical part is to find out what problems are encountered by foreigners in the field of obtaining a residence permit on the basis of an employee's card and subsequently, as well as finding out what problems the foreigners come from as social workers of organizations helping foreigners and the greatest shortcomings in this area these workers.
