The evolution of the public administration on urban area of Brandýs nad Labem - Stará Boleslav at the turn of the 50. and 60. years

Abstract:

Cílem předkládané práce je provést analýzu změn územně správního uspořádání reformy v Československu, která proběhla v roce 1960. Tato nová územní organizace státu rozčleňovala republiku na nové větší kraje a okresy. Změnily se i některé pravomoci národních výborů. V rámci těchto reforem došlo také k masivnímu slučování obcí, podniků a zemědělských družstev. Na příkladu nově vzniklého Středočeského kraje a okresu Praha-východ lze demonstrovat průběh tehdejších změn v oblasti veřejné správy. Stranou nezůstaly ani články v dobovém tisku, které umožnily utvořit celkovou představu o tehdejších událostech. Prostor byl věnován také personálnímu obsazení nově vytvořených správních celků a byla také provedena analýza změn v počtu volených zastupitelských míst v těchto orgánech veřejné správy. Zmíněna je také otázka úspor v souvislosti s přechodem na novou organizaci státu. Stěžejním tématem této práce je pak sloučení měst Brandýsa nad Labem a Staré Boleslavi. Cílem této práce je objasnit proč a za jakých okolností k tomu došlo. Pozornost je také věnována některým zažitým hypotézám, které se snaží zdůvodnit vznik nového souměstí Brandýs nad Labem – Stará Boleslav. Jak významnou roli hrála komunistická strana v rámci těchto reforem veřejné správy, se také stalo jedním z témat předkládané práce.

Abstract:

The submitted thesis aims at carrying out an analysis of the changes in the regionally administrative organization of the reform that took place in 1960. This new territorial organization of the country segmented the Czech Republic into new larger regions and districts. Certain powers of the National Committees changed likewise. The aforementioned reforms also led to massive merging of municipalities, enterprises and agricultural cooperatives. The example of newly-emerged Region of Central Bohemia and the District of Prague- East demonstrates the course of the then changes in the area of public administration. Also the articles in the period press let us acquire the overall idea of the events that took place. The thesis also deals with personnel population of newly formed administrative units and brings an analysis of the alternations in the number of representative positions within these authorities and bodies of public administration. The thesis mentions the issue of savings related to the transition to the new organization of the country. The mainstay of the thesis deals with merger of the municipalities of Brandýs nad Labem and Stará Boleslav and with clarification of the reasons for such merger and of the period circumstances. The thesis also focuses on certain deep-rooted hypotheses striving to account for the formation of the new Brandýs nad Labem – Stará Boleslav conurbation. One of its principal issues concentrates on the importance of the role that the Communist Party played in these public administration reforms.
