Arms and military equipment trade regulations in the Czech Republic

Abstract:

Tato práce se zabývá regulací obchodu se zbraněmi a vojenským materiálem v České republice a to se zaměřením na regulaci obchodu zahraničního. Jsou zde silné regulace ze strany státu, které představují omezení vstupu na trh a dále schvalování konkrétních obchodních zakázek. Cílem práce je analýza dopadů těchto regulačních omezení z hlediska nákladů a výnosů i z hlediska jejich vlivu na strukturu zbrojního trhu. Dále se práce zaměřuje na společensky nežádoucí jevy vyskytující se v souvislosti právě se státní regulací obchodu se zbraněmi, konkrétně na byrokratizaci a náklady s ní spojené, korupci a černý trh. V závěru práce dochází ke zjištění, že z ekonomického hlediska jsou praktikované státní regulace značně neefektivní, přesto jsou ale potřebné a to vzhledem ke specifickým vlastnostem regulované komodity.

Abstract:

The thesis deals with the arms and military equipment trade regulations in the Czech Republic and it pays particular attention to foreign trade regulations. There are strict state regulatory measures signifying restrictions of access to the market and approval of particular trade orders. The main goal of my work is analyzing the consequences of these regulatory measures from the point of view concerning costs and returns and from the side of their influence on arms market structure. The thesis also examines socially undesirable phenomena occurring in state regulations of arms market, especially bureaucratization and related expenses, corruption and black market. At the end of the thesis I come to the conclusion that from the economic point of view, the established state regulations are considerably inefficient, nevertheless necessary owing to specific qualities of regulated commodity.
