Control activities of the Statutory City of Karviná in relation to the established contributory organizations

Abstract:

Diplomová práce se zabývá kontrolní činností obce vůči svým zřízeným příspěvkovým organizacím. Teoretická část práce se věnuje charakteristice příspěvkových organizací, jejich legislativnímu vymezení, povinnostem organizace vůči zřizovateli a státu zejména spojeným se zpracováním účetnictví a výkaznictví a také kontrolní činností zřizovatele vůči příspěvkovým organizacím. Praktická část se zaměřuje na řídící kontrolu statutárního města Karviná směrem k jím zřízeným příspěvkovým organizacím a způsob provádění následných veřejnosprávních kontrol kontrolory Magistrátu města Karviné. Popisuje také postupnou implementaci společného ekonomického informačního systému příspěvkovým organizacím. Cílem diplomové práce je zhodnocení kontrolní činnosti zřizovatele se zaměřením na vliv implementace společného ekonomického informačního systému. Závěrem je navržena optimalizace procesních vztahů mezi zřizovatelem a příspěvkovými organizacemi města Karviná.

Abstract:

The diploma thesis deals with the control activities of the municipality towards its established funded organizations. The theoretical part deals with the characteristics of funded organizations, their legislative definition, the obligations of the organization to the founder and the state, especially associated with the processing of accounting and reporting, as well as the control activities of the founder towards funded organizations. The practical part focuses on the management control of the statutory city of Karviná towards the funded organizations established by it and the method of performing subsequent public administration controls by the controllers of the City Hall of Karviná. It also describes the gradual implementation of a common economic information system in funded organizations. The aim of the diploma thesis is to evaluate the control activities of the founder with a focus on the impact of the implementation of a common economic information system. Finally, the optimization of procedural relations between the founder and funded organizations by the city of Karviná is proposed.
