The Influence of National Minorities in Lithuania on Mutual Relations between Lithuania and Poland and Lithuania and Russia

Abstract:

Od konce studené války hrají v mezinárodních vztazích vzrůstající roli národnostní menšiny, jejich sebeuvědomění a nacionalismus. Tato problematika se nachází mezi mezinárodním právem a domácí politikou, vnitřními záležitostmi jednotlivých států a jejich vnějšími vztahy. Pro její analýzu je proto vhodné uplatnit teoretický rámec Rogerse Brubakera popisujícího „triadic nexus“ – vztah mezi národnostní menšinou, jejím mateřským státem a státem, ve kterém žije. Tento model je aplikován na situaci Litvy, kde žije zhruba stejně velká polská a ruská menšina. Práce si všímá významu historických vztahů pro současnou sebeidentifikaci Litevců a jejich vnímání sousedních států a národnostních menšin, stejně jako reflexe litevského nacionalismu v místní legislativě a zahraniční politice. Klíčová část práce je věnována identifikaci sporných témat, jejich propojení s mezinárodní politikou a odrazu v konkrétních problémech a střetech. Porovnání vztahů s Ruskem a Polskem umožňuje v závěru určit význam soužití národnostních skupin v jednom státě pro mezinárodní vztahy.

Abstract:

National minorities and their self-awareness have played increasing role in international relations since the end of the Cold War. To examine effects national minorities have on international relations, the theoretical framework by Rogers Brubaker is appropriate. It incorporates a „triadic nexus“ between the national minority, its kin-state and nationalizing state hosting the minority. This theory is applied on the current situation in Lithuania, where the Russian and Polish minority resides. For the self-identification of Lithuanians and their perception of neighboring states and national minorities, the historical relations with their neighbors are crucial. The key part of this thesis is devoted to the identification of controversial topics, their links with international policy and reflection on specific issues and conflicts. Comparison of relations with Russia and Poland enables to determine the importance of coexistence of national groups in one state for its international relations.
