Abstract:

Cílem této práce je popis změn v reálné činnosti orgánů a institucí státní správy ve sledovaném období. Pro rozmezí let 1966 - 1967 byly charakteristické tendence k dalšímu zvyšování úlohy národních výborů, které vedly k následnému přijetí nového zákona o národních výborech a doprovodných zákonů. Vrcholem demokratizačního procesu v roce 1968 bylo přijetí Akčního programu KSČ, který obsahoval významné koncepční úvahy o reformě hospodářského a politického systému. Přijetím ústavního zákona o československé federaci se výrazně změnila struktura státních orgánů. Tato práce je zaměřena především na změny v činnosti národních výborů po přijetí zákona o národních výborech z roku 1967. Při tvorbě diplomové práce bylo mým záměrem vystihnout objektivním způsobem zvolenou tématiku této práce.

Abstract:

The objective of this diploma thesis is to describe the changes in real activities of institution of state administration in the selected period. The years 1966 - 1967 were characterized by tendencies to further increase of the role of National Committees, which led to the subsequent approval of the new National Committees Act and the supplementary acts. The zenith of the democratization process in 1968 was approval of the Action Program, which included important conceptual reasoning for the reform of economic and political system. Approval of the Constitutional Act concerning the Czechoslovak Federation has significantly changed the structure of the state authorities. In the diploma thesis, heightened attention will be paid in changes in the activities of National Committees after the approval of the new National Committees Act in 1967. My intention is to cover, in an adequate and objective manner, the selected topic of this diploma thesis.
