Diffusion of non-Western norms by the Organisation of Islamic Cooperation (OIC) within the UN

Abstract:

This thesis focuses on the phenomenon of non-Western norm diffusion in the context of the United Nations, building on the so called third wave of the Constructivist research on international norm dynamics. Employing the conceptual toolbox of Habermasian theory of a post-secular society and communicative action, I investigate the explanatory value of Habermasian mechanism of institutional translation on the case of the norm Combating defamation of religions, which was promoted in the UN by the Organisation of Islamic Conference (OIC). Based on the analysis of the main normative documents of OIC and UN, I identify the original “language of Islamic tradition” used by OIC to frame and legitimize its norms. Then I track the changes in the language of the norm as reflected in the resolutions submitted by the OIC in the UN. I assess the impact of the respective changes on the general acceptability of the norm and its successful embedment in the UN institutional framework, taking into account the possible intervening factors.

Abstract:

Práca sa venuje fenoménu šírenia nezápadných noriem na pôde OSN, na ktorý nazerá z pozície tzv. tretej vlny kritického konštruktivizmu. Na prípade normy Boj proti hanobeniu náboženstiev, ktorú v OSN presadzovala Organizácia islamskej spolupráce (OIC), skúma fungovanie mechanizmu inštitucionálneho prekladu, ktorý ako súčasť svojej teórie postsekulárnej spoločnosti a komunikatívneho jednania predstavil Jürgenem Habermas. Najprv je v práci na základe analýzy hlavných normatívnych dokumentov OIC a OSN identifikovaný tzv. „jazyk islamskej tradície“, v ktorom OIC pôvodne formuluje svoje normy. Následne je na základe rezolúcií navrhovaných OIC posúdené, či a ako dochádza k premenám jazyka normy a aký má tento „preklad“ vplyv na dosiahnutie jej všeobecnej prijateľnosti a jej ukotvenie v inštitucionálnom rámci OSN. V závere sú zhodnotené limity Habermasovho mechanizmu a je zvážený možný vplyv intervenujúcich faktorov.
