Reflection of the Concept Information Society in Current Information Policy of the Czech Republic aimed on Digital Divide

Abstract:

Diplomová práce „Koncept informační společnost v odraze současné informační politiky ČR se zaměřením na digital divide“ se zabývá podstatou specifické oblasti konceptu informační společnost týkající se digital divide. Rámec pojmové analýzy je položen na třech vzájemně provázaných prvcích: lidé, technologie a prostor. V následující fázi je diskutován dopad současných komunikačních technologií na informační společnost. Z tohoto pozadí vyplývají tři oblasti k zaměření informační politiky: vzrůstající závislost lidí na médiích a informačních technologiích; proměny informačního prostředí; a zneužívání společnosti prostřednictvím ICT. Pojem digital divide je v určitých aspektech provázán s každým z těchto tří témat. Nicméně k problému digital divide bylo běžně přistupováno z perspektivy technologického determinismu, jež významně redukuje rozsah předmětu, a tudíž vede k nesprávnému porozumění. Diplomová práce předkládá analýzu přístupů k těmto tématům v současné informační politice České republiky, se závěrem, že zde nedostatečný přístup stále ve velké míře přetrvává.

Abstract:

Diploma thesis „Reflection of the Concept Information Society in Current Information Policy of the Czech Republic aimed on Digital Divide“ discusses essence of specific area of the concept information society concerning digital divide. The framework of conceptual analysis is laid on three interrelated elements: people, technology, and space. In next step there is being discussed the impact of today's communication technology on the nature of information society. Three areas of scope for information policy result from this background: increasing dependency of society on media and communication technologies; changes of information environment; and abusing the society by means of ICT. The concept digital divide is interlinked with all three issues in certain aspects. Nevertheless the problem digital divide has been usually approached in technologically deterministic perspective, which significantly reduces scope of the subject and so leads to improper understanding. The thesis carries out analyzes of the current approach of information policy of the Czech republic to these issues, concluding that insufficient approach is largely still persisting.
