Analysis of the state family policy from the point of view of gender equality

Abstract:

Tato bakalářská práce se zabývá přístupem české rodinné politiky ke genderové rovnosti. Práce zkoumá dva strategické dokumenty Ministerstva práce a sociálních věcí týkajících se rodinné politiky. Jde o Národní koncepci rodinné politiky z roku 2005, jakožto první ucelený dokument zabývající se rodinnou politikou, a Národní koncepci podpory rodin s dětmi z roku 2007. Druhá koncepce je aktualizovanou verze s užší cílovou skupinou. Cílem bakalářské práce je odhalit, jak je česká rodinná politika koncipovaná z hlediska genderové rovnosti. Jaké důsledky vyplývají z nastavení na genderovou rovnost a do jaké míry dokumenty svým nastavením reprodukují genderové stereotypy nebo je naopak odbourávají. Metodou použitou k analýze dokumentů je kvalitativní obsahová analýza. Teoretický rámec tvoří konceptualizace rodiny, možnosti typizace rodinných politik především od Fraser a přístupy k genderové rovnosti dle Squires. K zodpovězení výzkumných otázek jsou vytvořena kritéria, skrz která dochází k hodnocení dokumentů české rodinné politiky. Tato kritéria blíže zkoumají, zda v dokumentech dochází k podpoře určitého rodinného uspořádání, dělby rolí a do jaké míry napomáhá rodičům ve slaďování rodinného a profesního života. V závěru je zhodnoceno, jakému přístupu dle Squires se česká rodinná politika nejvíce blíží a zda její nastavení odbourává či reprodukuje genderové stereotypy.

Abstract:

This bachelor´s thesis focuses on the approach of Czech family policy to the gender equality. It examines two strategic documents of the Ministry of labour and social affairs concerning the family policy. These are the National concept of the family policy of 2005, being the first solid document concerning the family policy and the National concept of support of families with children of 2007. The second concept is an updated version of the first concept with more specific target group. The goal of the dissertation is to reveal to what extent is the Czech family policy conceived from the aspect of gender equality. What consequences result from the setup of the gender equality and to what extent do these documents reproduce or dismantle the gender stereotypes. The method used for the analysis of these documents is qualitative content analysis. Theoretical framework consists of conceptualization of family, possibilities of typing of family policies especially by Fraser and approaches to gender equality according to Squires. To answer research questions criteria were created through which the assessment of Czech family policy documents is done. These criteria examine whether the documents support certain family arrangement, role division and to what extent do they help the parents in harmonization of family and professional life. In conclusion the assessment of to which approach according to Squires is the Czech family policy the closest and whether its setup reproduces or dismantles gender stereotypes is done.
