Abstract:
Diplomová práce si klade za úkol nabídnout komplexní výklad funkce hejtmana jako jediného monokratického orgánu na úrovni vyšších územních samosprávných celků. V první části se věnuje historickým aspektům a vývoji pozice hejtmana v českém prostředí. The thesis intends to present a complex interpretation of the role of the regional commissioner as the only monocratic authority among higher-level municipalities. The first part is devoted to the historical aspects and the development of the position in the Czech environment.
