Economic Impact of Anti-Pandemic Measures on the Construction Sector - the Case of the Districts of Děčín and Ústí nad Labem

Abstract:

Pandemie Covid-19 a s ní zavedená protipandemická opatření ohrozila ekonomiku na celém světě. Odvětví stavebnictví, které je jednou z klíčových ekonomických aktivit každé země, se v době pandemie potýkalo s mnoha změnami. Covid-19 zasáhl zejména oblast zaměstnanosti, plánování zakázek, zapříčinil přerušení výroby, nedostatek materiálu a způsobil také zvyšování nákladů a změny poptávky. Cílem diplomové práce je ověřit na základě rozhovorů s majiteli a obchodními zástupci a komparativní analýzy nákladů a výnosů, na příkladu stavebních firem z okresů Děčín a Ústí nad Labem, do jaké míry ovlivnila pandemie Covid-19 vybrané faktory (plánování zakázek, změny nákladů, poptávky a zaměstnanosti) v odvětví stavebnictví. Cílem je dále navrhnout doporučení využitelná pro podnikatele v odvětví stavebnictví ke zmírnění vlivu hospodářského útlumu na výše uvedené faktory. Polostrukturované rozhovory jsou vyhodnoceny pomocí metody otevřeného kódování. Výsledky diplomové práce ukazují, že se podniky z odvětví stavebnictví v době pandemie nejčastěji potýkaly se zvýšením nákladů, i přes to však většina podniků nevyužila vládní kompenzační opatření. Plánování zakázek nebylo v době pandemie snadné zejména pro dodavatele stavebního materiálu. Dále bylo zjištěno, že se pandemie projevila pozitivně na změnách poptávky, díky čemuž nemuselo dojít k propouštění zaměstnanců. Povinné karantény zaměstnanců v důsledku onemocnění však často podnikům způsobily provozní problémy. V návaznosti na uvedená zjištění jsou navržena doporučení, která mohou podnikům pomoci k lepšímu zajištění provozu a zmírnění dopadů možné budoucí krize. Doporučeními jsou například včasné plánování, jasné stanovení smluvních aspektů, využívání lokálních dodavatelů, snížení režijních nákladů, zohledňování růstu cen, využívání nových metod rozpočtování, zajištění kvality, vytváření výhod pro investory, utvoření ucelených pracovních čet, optimalizace pracovní doby a udržování komunikace.

Abstract:

The Covid-19 pandemic and the anti-pandemic measures introduced with it have put economies around the world at risk. The construction sector, which is one of the key economic activities of any country, faced many changes during the pandemic. In particular, Covid-19 affected employment, order planning, caused production disruptions, material shortages and also caused cost increases and changes in demand. The aim of the thesis is to verify, on the basis of interviews with owners and sales representatives and comparative analysis of costs and revenues, on the example of construction companies from the districts of Decin and Usti nad Labem, to what extent the Covid-19 pandemic has affected selected factors (order planning, cost changes, demand and employment) in the construction industry. The aim is also to propose recommendations applicable to entrepreneurs in the construction sector to mitigate the impact of the economic downturn on the above factors. Semi-structured interviews are evaluated using an open coding method. The results of the thesis show that businesses in the construction industry were most likely to face increased costs during the pandemic, but despite this, most businesses did not take advantage of government compensation measures. Procurement planning was not easy during the pandemic, especially for building material suppliers. Furthermore, it was found that the pandemic had a positive effect on demand changes, which eliminated the need for employee redundancies. However, compulsory quarantines of employees due to illness often caused operational problems for enterprises. Following these findings, recommendations are proposed that can help enterprises to better safeguard their operations and mitigate the impact of a possible future crisis. Recommendations are, for example, early planning, clear contractual aspects, use of local suppliers, reducing overheads, taking into account price increases, using new budgeting methods, quality assurance, creating investor benefits, forming coherent work teams, optimising working hours and maintaining communication.
