The Imposing of Local Coefficient on Immovable Property Tax as an Instrument to Reinforce the Autonomy of Municipalities in the Czech Republic

Abstract:

Bakalářská práce se zabývá problematikou místního koeficientu u daně z nemovitých věcí a jeho uplatňováním v České republice. V teoretické části je popsána samotná daň z nemovitých věcí a její význam pro obce v procesu fiskální decentralizace. V analytické části je nejprve představen význam místního koeficientu pro české municipality a následně je realizovaná analýza využívání místního koeficientu, a to na základě jeho vývoje, lokace a velikosti obce. Následně jsou definovány důvody, které obce často vedou k využívání místního koeficientu. Jedním z hlavních cílů práce je ověřit dvě možná tvrzení vysvětlující nízkou využívanost tohoto korekčního prvku, která v roce 2020 představuje pouze 11,5 %. Závěrem jsou poté diskutovány argumenty obcí (ne)využívajících místní koeficient.

Abstract:

The bachelor thesis deals with the topic of local coefficient affecting the immovable property tax and its use by municipalities in the Czech Republic. In the theoretical part the immovable property tax is described together with the significance of the tax for communes in the process of fiscal decentralisation. In the analytical part the importance of local coefficient for municipalities is defined followed by an analysis of the usage of local coefficient based on its development as well as size and location of the municipality. Furthermore, the reasons municipalities introduce local coefficient are discussed. One of the main goals of the thesis is to verify two possible theories leading to low usage of this corrective tool imposed only by 11,5 % of municipalities in 2020. Finally, arguments of municipalities (not) using the local coefficient are debated.
