Abstract:

Diplomová práce se zaměřuje na roli e-governmentu ve zprůhledňování veřejné správy. První kapitola analyzuje vazbu mezi principem průhlednosti a otevřenosti veřejné správy a principem odpovědnosti. Dále je vymezeno pojetí těchto dvou principů a nástroje, které je mají podporovat. Druhá kapitola se věnuje teorii a praxi e-governmentu ve zprůhledňování VS se zaměřením na zahraničí. Na ni navazuje prakticky orientovaná závěrečná kapitola, která se soustředí na roli e-governmentu při zvyšování průhlednosti v České republice. Je stanovena metoda vlastního výzkumu a oblast hodnocení vybrané úrovně veřejné správy, přičemž pozornost je soustředěna na webové stránky krajů ČR. Závěr třetí kapitoly přináší celkové srovnání výsledků hodnocení a případná doporučení.

Abstract:

The thesis focuses on the role of e-government in increasing of the transparency of public administration. The first chapter analyzes the link between the principle of transparency and openness of public administration and the principle of accountability. It is also defined the concept of these two principles and tools that are supposed to support them. The second chapter is devoted to the theory and practice of e-government in increasing of the transparency of public administration focusing on foreign countries. Practically oriented final chapter is devoted to the role of e-government in increasing of the transparency in the Czech Republic. A method of an own research and a field of evaluation is established with focusing on the websites of the Czech regions. The conclusion of the third chapter provides an overall comparison of the results of the evaluation and possible recommendation.
