MERGER OF MUNICIPALITIES AND SOCIO-ECONOMIC ADVANTAGES AND DISADVANTAGES - COMPARISON

Abstract:

Cílem práce je na základě analýzy přístupů ke slučování obcí aplikovaných ve vybraných státech Evropy určit pozitiva a negativa spojená se slučovacím procesem. Práce popisuje teorie spojené s řízením veřejné správy a jejich vlivem na efektivnost systému spojenou s principy 3E (hospodárnost, účelnost a efektivnost). Dále diplomová práce potvrzuje, že použití tohoto aparátu může mít kladný vliv nejen na podobu obecní struktury, ale i že pomocí slučování obcí lze dosáhnout externích úspor z rozsahu, jejichž míra je proměnlivá v důsledku charakteru produkovaného statku/služby. V závěru práce je provedena komparace jednotlivých přístupů, na jejichž základě jsou vybrány body, které by mohly býti inspirativní pro případ, kdyby se Česká republika rozhodla aplikovat tuto extrémní formu meziobecní spolupráce. Implementace je v praxi dosti komplikovaný proces, jehož úspěšnost závisí na mnohých faktorech. Jako příklad lze uvést součinnost s dalšími reformami či fázi hospodářského cyklu.

Abstract:

The aim of the thesis is to identify the positives and negatives associated with the merger process by analyzing the approaches to merging municipalities applied in selected European countries. The thesis describes the theories associated with public administration management and their influence on the efficiency of the system associated with the 3E principles (economy, efficiency, and effectiveness). The thesis demonstrates that the use of this apparatus can have a positive impact on the condition of the municipal structure. Moreover, by merging municipalities, external economies of scale can be achieved, the degree is variable due to the nature of the good/service produced. The paper concludes with a comparison of the different approaches, on the basis of which attributes are selected that could be inspirational for the case when the Czech Republic decides to apply this extreme form of inter-municipal cooperation. In practice, implementation is a rather complicated process, the success of which depends on many factors. Examples include synergies with other reforms or the stage of the economic cycle.
