The practice applied by municipalities in the protection of personal data

Abstract:

Diplomová práce je zaměřena na praxi při uplatnění ochrany osobních údajů v obcích po čtyřech letech od implementace Nařízení GDPR. V úvodních kapitolách jsou vymezeny základní pojmy „osobní údaje“ a „ochrana osobních údajů“ v českém a evropském právním prostředí. Nařízení GDPR je definováno podle zásad a postupů při zpracování osobních údajů. V teoretické části je popsán implementační proces při zavedení GDPR do obcí. Druhá část se zaměřuje na současný proces ochrany osobních údajů v praxi obcí, významnou roli pověřence a informační podpory českých institucí. Provedený průzkum k aplikaci postupů GDPR v praxi vybraných obcí v současnosti. Vyhodnocené výsledky rozhovorů s dotazovanými zástupci obcí jsou podkladem pro doporučení na optimální nastavení ochrany osobních údajů v obcích.

Abstract:

The diploma thesis is focused on the practice of applying personal data protection in municipalities after four years from the implementation of the GDPR Regulation. The introductory chapters define the basic terms as "personal data" and "personal data protection" in the Czech and European legal environment. The GDPR regulation is defined by the principles and procedures for the processing of personal data. In the theoretical part, there is described the implementation process for introducing GDPR in municipalities. The second part focuses on the current personal data protection process in the practice of municipalities, the importance of data protection officer and information support of Czech institutions. Research concerned to the application of GDPR procedures in the practice of selected municipalities at present. The evaluated results of interviews with the representatives of the municipalities are the basis for recommendations on the optimal settings for the protection of personal data in the municipalities.
