Abstract:

Tato práce se zabývá vzájemnými vztahy mezi USA a Ruskou federací v letech 2000 až 2008, v éře vlády prezidentů G.W. Bushe a Vladimíra Putina. Základní hypotézou je, že pro Rusko jsou USA nejvýznamnějším partnerem, avšak nikoli již Rusko pro USA. Dále je diskutována otázka, zda-li se vzájemné vztahy v daném období nesly spíše v duchu spolupráce či konftrontace. Pomocí rozboru oficiálních dokumentů (National Security Strategy, The Foreign Policy Concept of the Russian Federation, Strategic Framework Declaration), analýzy Konfliktbarometru a zhodnocení významných událostí ve vzájemné politice v daném časovém úseku můžeme dojít k závěru, že hlavně kvůli ekonomické motivaci ruské politiky nebyly USA hlavním partnerem Ruska, stejně tak Rusko nehrálo prioritní roli v zahraniční politice USA, jak tomu bylo v období bipolární konfrontace studené války. I když byla na obou stranách deklarována ochota ke kooperaci, zdá se, že míra vzájemných konfliktů tuto kooperativnost převažovala.

Abstract:

This thesis deals with the topic of the mutual relations of the USA a Russian Federation dutring 2000-2008 when the presidents in office were G. W. Bush and Vladimir Puitin respectively. The hypotheses of this work are as follows: the USA is the most impotant partner for Russia in international relations, however, it is not vice versa: For the USA Russia does not play the major role in the international relations as it used to be in the era of the Cold War. Another question is whether the mutual relations were more cooperative or confrontational in the given period of time. By means of analysis of official document of the two countries (National Security Strategy, The Foreign Policy Concept of the Russian Federation, Strategic Framework Declaration), analysis of Conflictbarometer reports and analysis of the major events in the mutual relations, several conclusions have been reached: Due to economic motivation of current Russian foreign policy it is not the USA which is the major partner, together with that it is possible to argue that also Rusia is not the major partner for the USA. Although mutual cooperation was declared by the two countries, the amount and intensity of their conflicts seem to have overweighed such cooperation.
