Impacts of Social Reform on the Activity of the Municipality in Area of Social Assistance

Abstract:

Diplomová práce zpracovává aktuální problematiku dopadů Sociální reformy I na činnost obce v oblasti sociální pomoci. Po úvodní charakteristice základních znaků sociální reformy jsou zmíněny problémy související se změnou kompetencí v tomto oboru. Hlavní část práce je věnována činnostem, které z odvětví sociální pomoci zůstaly v kompetenci obce – jsou vymezeny rizikové skupiny obyvatel obce a prostřednictvím kazuistik charakterizována sociální práce s nimi, dále je dotčena problematika veřejného opatrovnictví, sociálních pohřbů, činnosti sociálně právní ochrany dětí a pěstounské péče a rovněž komunitní plánování obce v kontextu koncepce sociálních služeb. V závěru je provedeno zhodnocení účelnosti, efektivnosti a dopadů změn v postavení obcí následkem provedené sociální reformy.

Abstract:

This thesis handles the actual issue of the impact of social reform as well as the activity of the municipality in the area of social assistance. After the initial characteritic of the essential signs of social reforms, are problems related to the change of competencies in this field are discussed. The main part is devoted to activities arising from the social assistance which remained in the responsibility of the municipality - risk groups of inhabitants are defined and by the means of case studies social work with them is characterized, followed by the issue of public guardianship, social funerals, activities of child protection and foster care and also the community planning in the context of the concept of social services. In conclusion there is the evaluation of the effectiveness, efficiency and the impact of changes in the municipality status as a result of social reforms implementation.
