Abstract:

Přeshraniční spolupráce je jeden z aspektů rozvíjejících oblast příhraničí a vztahy mezi sousedními státy. Ve své bakalářské práci se snažím o analýzu jednoho vybraného projektu se zaměřením na rozvoj cestovního ruchu v rámci přeshraniční spolupráce Česká Republika -- Rakousko v Jihočeském kraji. V úvodu se zabývám teoretickou částí, která vysvětluje, co přeshraniční spolupráce je a jak se v dané oblasti ČR a Rakousko vyvíjela. Dále věnuji pozornost financování projektů z fondů EU. V případě financování dotacemi z EU chci poukázat na jednom projektu na fakt, že zde probíhají přísné kontroly alokovaných financí a že podvody s projekty se nevyplácejí. V další, analytické části se pak snažím na vzorku jednoho konkrétního projektu zhodnotit efektivnost alokace finančních zdrojů v dané oblasti. Výsledky analýzy jsou podpořeny Cost benefit analýzou a terénním průzkumem, jelikož mnou vybraná analýza není schopna pokrýt všechny hodnocené aspekty. Díky vyhodnocení výstupů analýzy pak docházím k závěru, zda finance dedikované na tento projekt jsou efektivní, či zda se kvůli neefektivnosti projektu jedná o náklady utopené.

Abstract:

Territorial cooperation is one of the aspects which helps us to develop the area of the border belt and the relations between the adjacent states. In my bachelor thesis I am doing analysis of one project whose aim is to develop tourism in the area of South Bohemia according to the territorial cooperation between the Czech Republic and Austria. In my prologue I am focused on the explanation of the term of territorial cooperation -- what this territorial cooperation is and how was its development in the area of the border belt Czech Republic -- Austria. My other attention is given to the financing from the European Unions funds. According to this topic, I am choosing one project, on which I want to show you, that the allocated funds are strictly controlled and that there is no place for thrauds. In the analytical part, based on one particular program, I am trying to review the effectiveness of the financial resources allocation. The results of the analysis are supported by the Cost Benefit Analysis and also by the field research, because my CBA is not able to explain all of the assessed aspects. After data evaluation I am coming to the conclusion, whether has this concrete, implemented project any contribution for the development of the tourism, and also what should be in the project implementation improved.
