Energy safety of the Czech Republic at the municipal level

Abstract:

Předmětem bakalářské práce je město Semily, obec s rozšířenou působností s 8311 stálými obyvateli, ležící v podhůří Krkonoš, které bylo roce 2007 během bouře Kyrill zasaženo výpadky elektřiny na více než 24 hodin. Cílem je formou jednopřípadové popisné studie s využitím modelu Aréna, Aktéři, Agenda (pomocí Pestoffova trojúhelníku) analyzovat připravenost aktérů v katastru této obce na rozsáhlý 48hodinový výpadek elektřiny v zimním období. Studie pracuje s hypotézou, že aktéři obce Semily nejsou na výpadek připraveni. Bylo identifikováno 22 aktérů ve skupinách veřejná správa, firmy, domácnosti, z nichž pouze 6 aktérů je na 48hodinový výpadek připraveno plně. Nejmenší připravenost se prokázala ve skupině aktérů veřejné správy. Tato skutečnost potvrdila hypotézu o nepřipravenosti obce Semily na rozsáhlý výpadek elektřiny.

Abstract:

The subject of the bachelor thesis is the town of Semily, a municipality with 8311 permanent inhabitants, located in the foothills of the Giant Mountains, which was affected by power outages for more than 24 hours during the storm Kyrill in 2007. The aim is to analyse the preparedness of the actors in this municipality for a large scale 48-hour power outage in winter through a single-case descriptive study using the Arena, Actors, Agenda model (using Pestoff's triangle). The study works with the hypothesis that the actors of Semily municipality are not prepared for the outage. 22 actors were identified in the groups of public administration, companies, households, of which only 6 actors are fully prepared for a 48-hour outage. The least preparedness was shown in the group of public administration actors. This fact confirmed the hypothesis that the municipality of Semily is not prepared for a large power outage.
