To Přerov and within Přerov - how to reduce adverse impacts of car transport on the city?

Abstract:

Diplomová práce se zabývá dopravní situací v Přerově, který lze považovat za příkladné město, kde současná silniční síť není schopná pokrýt poptávku po silniční dopravě. Ta v Přerově způsobuje řadu negativních vlivů. Cílem práce je tak popis současné dopravní situace v Přerově, ale především návrh opatření, která tyto negativní účinky budou regulovat. V práci je nejprve provedena podrobná analýza současné dopravní situace v Přerově. Zde práce identifikuje silnou dopravní zátěž silniční dopravou a silný potenciál pro rozvoj cyklistické a pěší dopravy. Déle je provedena analýza strategických dokumentů, které se zabývají dopravou v Přerově a na základě těchto poznatků jsou navrhnuta opatření, kterými má dojít k redukci negativních vlivů silniční dopravy v Přerově. Jedná se tak o zkvalitňování současné silniční sítě, redukce automobilismu a rozvoj cyklistické pěší a veřejné hromadné dopravy. Přerov má ambice se zaměřovat především na opatření zkvalitňující silniční infrastruktury a do ústraní se dostávají opatření, která redukují automobilismus ve městě (např. rezidenční parkování). Neimplementováním redukujících opatření ovšem nedojde k nutnému poklesu silniční dopravy, a tedy negativních vlivů, které silniční doprava způsobuje.

Abstract:

This thesis studies the traffic situation in the city of Přerov, which can be considered an exemplary city where the current road network is not capable of covering the demand for road transportation and causes several negative effects. The aim of this thesis is an accurate description of the traffic situation in Přerov as well as the suggestion of measures that will regulate these negative effects. Firstly, a detailed analysis of the traffic situation in Přerov is made. In this part, a severe traffic load by road transportation is found as well as a big potential for development of bicycle and pedestrian transport. Next an analysis of strategic documentation dealing with transportation in Přerov is made. Based on these findings, measures are proposed to reduce the negative effects road transportation has on the city of Přerov. This ensures an improvement of the current traffic network, reduction of automobilism and development of bicycle, pedestrian and public transport. The city of Přerov aims mostly at enhancing the road infrastructure and is putting reduction of automobilism aside (e.g., residential parking). By not implementing reduction measures the decrease in road transport will not happen and therefore the negative effects of this kind of transportation will persist.
