Moldova as a target country of the development cooperation within the European neighbourhood policy – case study

Abstract:

Předkládaná bakalářská práce se zabývá problematikou rozvojové spolupráce v rámci evropské sousedské politiky EU ve vztahu k Moldavsku v období let 2004 až 2012. V rámci evropské sousedské politiky proběhly ve zmíněném období změny - proměna finančního nástroje TACIS na ENPI a ustanovení regionální dimenze Východní Partnerství, jež potencionálně ovlivnily diskurs rozvojové spolupráce s Moldavskem. V první části práce bude pozornost zaměřena na přiblížení principů a celkové struktury rozvojové spolupráce EU. Představení reality Moldavské republiky, především optikou problémových oblastí s cílem stanovení rozvojových potřeb, je úkolem druhé části. V poslední části práce proběhne zhodnocení tematického zaměření spolupráce v rámci nástroje TACIS a ENPI, s ohledem na ustanovení Východního partnerství, a korespondence spolupráce se stanovenými prioritami rozvoje. Cílem práce je odpovědět na otázku jak se proměny v rámci evropské sousedské politiky odrazily na tematickém zaměření rozvojové spolupráce s Moldavskem.

Abstract:

This Bachelor´s thesis deals with the issue of development cooperation in the framework of the European neighborhood policy in relation to the Republic of Moldova from 2004 to 2012. Within the European neighborhood policy were held changes – substitution of financial instrument TACIS with ENPI and launching regional dimension of the Eastern Partnership, which potentially influenced discourse of development assistance in Moldova. The first part will focus on principles and overall structure of EU development cooperation. Introducing the reality of the Republic of Moldova, in particular optics of problem areas with target to identify development needs, is the task of the second part. In the last part of the thesis, will be attention focus on thematic evaluation of cooperation, in the framework of TACIS and ENPI instruments, with regard to the launching of the Eastern Partnership, and its correspondence with the set development priorities. The main target of thesis is to answer the question of how changes in the framework of the European neighborhood policy influenced the thematic focus of development cooperation with Moldova.
