The Schengen Information System and police cooperation

Abstract:

Tématem mé bakalářské práce je Schengenský informační systém (SIS). Hlavním cílem je analýza funkčnosti tohoto systému, především to, zda-li jeho provoz vůbec přinesl nějaké konkrétní výsledky, nebo je to pouze jenom další administrativní zátěž pro ty, co jej musí používat. Tudíž bych se chtěla zaměřit na to, jestli je SIS efektivní a přínosný pro Českou republiku, nebo jestli existuje nějaký jiný a třeba levnější způsob řešení této problematiky. Odpověď na tyto otázky budu hledat na základě vyhodnocení výsledků fungování tohoto systému po dvou letech od jeho spuštění v České republice. Na začátku práce jen krátce zmíním historii Schengenu a pak už se budu zabývat problematikou SIS. SIS je vytvářen a využíván všemi členskými zeměmi a obsahuje údaje o osobách a věcech, které jsou důležité pro zajištění bezpečnosti a práva ve společném prostoru. Na SIS je napojeno i několik našich databází, jako je SIRENE či PATRMV, který využívá Policie České republiky při pátrání po motorových vozidlech a registračních značkách. Součástí práce by měl být i krátký dotazník, který by měl podat odpověď na otázku, jak lidé vnímají zrušení hranic, zda je to pro ně výhoda či nevýhoda a zda-li zrušením hranic podle nich nedochází k ohrožení bezpečnosti v podobě ilegální migrace.

Abstract:

The topic of my thesis is the Schengen Information System (SIS). The main objective is to analyze the functionality of the system, first of all, whether its operation ever brought any concrete results, or is it merely just another administrative burden for those who must use it. Therefore I would like to focus on whether the SIS is an effective and beneficial for the Czech Republic, or if there is any other and should be a cheaper way to address this issue. The answer to these questions will be sought on the basis of an evaluation on the performance of this system two years after its launch in the Czech Republic. In the beginning I only briefly mention the history of Schengen, and then I will address the issue of the SIS. SIS is created and used by all member countries and includes information on persons and things that are important to ensuring security and justice in the common area. SIS is connected to several of our databases, such as distributing or PATRMV, which uses the Police of the Czech Republic in search of motor vehicles and registration plates. Part of this work should be a short questionnaire, which should give the answer to how people perceive the abolition of frontiers, whether it is for them an advantage or disadvantage, and whether the abolition of borders under their safety is being compromised in the form of illegal migration.
