Access of the public administration to the care of the elderly in the Czech Republic and in selected regions

Abstract:

Diplomová práce se zabývá přístupem veřejné správy k péči o seniory v České republice a ve vybraných regionech ČR se zaměřením na ústavní péči. Cílem diplomové práce je analýza přístupů veřejné správy k péči o seniory v ČR, jejich zhodnocení a návrh změn či doporučení k těmto přístupům. První část práce se věnuje obsahu dokumentů veřejné správy v Evropské unii a v České republice vztahujících se k otázce seniorů, dále prezentuje statistické informace o vývoji jejich počtu a o jejich populační projekci. Následně charakterizuje stáří a stárnutí jako etapu lidského života, popisuje druhy a formy služeb sociální péče a způsoby jejich financování v ČR. Druhá část práce je praktická, obsahuje sekundární analýzy dat ČSÚ a příslušných ministerstev ČR k problematice seniorů a realizaci šetření v domovech pro seniory. Záměrem zmíněného šetření je zjistit, jaké jsou potřeby seniorů žijících v oněch zařízeních, jejich životní styl, přání, spokojenost a požadavky na péči. V průzkumu je použito metody polostrukturovaného rozhovoru se seniory a zaměstnanci zařízení, a z části i metody pozorování.

Abstract:

The thesis addresses attitude of public administration towards senior care in the Czech Republic and in selected regions of the Czech Republic focusing on institutional care. Objective of the thesis is analysis of public administration attitudes towards senior care in the Czech Republic, their evaluation and proposal for changes and/or recommendation regarding attitudes in question. The first part of the thesis focuses on content of EU and Czech public administration documents related to senior issue, it also introduces statistics data on development of seniors population count and population projection of seniors. Furthemore, it characterizes age and ageing as a life stage, describes kinds and forms of social care services and means of their financing in the Czech Republic. The second part of the thesis is practical, it contains secondary analysis of Czech Statistical Office data and respective Czech ministeries as far as senior care issues and realization of inquiries in senior homes are concerned. Purpose of the inquiry is to find out what needs, life style, wishes, contenment and care requirements seniors living in institutions have. In the survey semi- structered interview method was used - interviews with seniors and employees of the institutions. Partly, observation method was used.
