Abstract:

Disertační práce se zabývá výzkumem poskytovaných sociálních služeb pro seniory ve městě Havířov, které je poznamenáno strukturálními změnami průmyslu s následným negativním dopadem do sociodemografické struktury obyvatel. Cílem disertační práce je zhodnocení kapacity a zdrojových možností financování sociálních služeb z hlediska uspokojování potřeb seniorů v České republice v letech 2007–2016, se zvláštním zřetelem na specifika jejich rozvoje ve strukturálně postiženém městě Havířov. Teoretická část obsahuje východiska pro zpracování praktické části, především definice a vymezení sociálních služeb v rámci sociální politiky. Praktická část předkládá vyhodnocení sociální služby a jejich financování v České republice se zvláštním zaměřením na strukturálně postižené město Havířov. Obsahuje analýzu demografického vývoje obyvatelstva České republiky, Moravskoslezského kraje a Havířova a vyhodnocení vícezdrojového financování sociálních služeb v České republice. Součástí praktické části je případová studie, v níž je vyhodnocen systém sociálních služeb, způsob jejich financování a návrhy budoucího vývoje ve městě Havířov. Praktická část je postavena na dvou empirických výzkumných šetřeních - na standardizovaných řízených rozhovorech a anketním šetření. Disertační práce potvrdila klíčovou roli rodiny v péči o seniory, ale také nenahraditelnost poskytování profesionálních sociálních služeb. Stávající systém sociálních služeb v České republice se potýká s řadou systémových nedostatků. Disertační prací byl zachycen jejich konkrétní projev na regionální úrovni. V závěru disertační práce jsou uvedena doporučení pro vývoj sociálních služeb v Havířově v kontextu s očekávaným vývojem v České republice.

Abstract:

This dissertation focuses on the social services provided to elderly people in the city of Havířov. This is an area affected by structural changes in industry, negatively impacting the population's socio-demographic structure. The goal of this dissertation is to evaluate the capacity and source possibilities of social services financing in the city of Havířov in terms of meeting the seniors´ needs in the Czech Republic in the years 2007-2016 with special attention to their development specifics in the structurally affected city of Havířov. The theoretical part contains the starting points for the practical part, especially the definition and classification of social services within social policy. The practical part presents the social services evaluation and its financing in the Czech Republic with a special focus on the structurally affected city of Havířov. There is implemented an analysa of demographic development of the Czech Republic, the Moravian-Silesian Region and Havířov population and a multi-source financing evaluation of social services in the Czech Republic. As a practical part embody there is a case study which evaluates the system of social services, the method of their financing and future development proposals in the city of Havířov. The practical part is built upon two empirical research studies - on standardized structured interviews and a survey. The dissertation has confirmed a keyrole of the family in care for the erderly, but also professional irreplaceability of the social services provision. The existing system of social services in the Czech Republic faces a series of systemic deficiencies. The dissertation has caught their specific speech at regional level. At the end of the dissertation work there are recommendations for the development of social services in Havířov in the context of the expected developments in the Czech Republic.
