Job polarization in the Czech Republic and selected EU countries

Abstract:

Tato diplomová práce se zabývá fenoménem polarizace trhu práce, který se projevuje rostoucím podílem nejvíce a nejméně kvalifikovaných pracovníků na úkor středně kvalifikovaných. Cílem práce je identifikovat přítomnost polarizačních jevů na trhu práce v České republice a ve vybraných evropských zemích, konkrétně v Polsku, Rakousku, Maďarsku, Litvě a na Slovensku. V teoretické části je představena historie a současné poznatky o polarizaci, včetně hlavních teorií, které jsou s tímto trendem spojeny, ale také další potenciální vlivy na polarizaci jako je globalizace, vliv institucí a rozvoj umělé inteligence. V praktické části jsou analyzovány změny zaměstnanosti v jednotlivých skupinách dovedností, rozdělených na úrovni povolání dle klasifikace ISCO v letech 1997 až 2022 a na úrovni odvětví podle klasifikace NACE v letech 2008 až 2022. Zároveň práce zahrnuje analýzu polarizace se zohledněním pohlaví, což je aspekt, který nebyl doposud ve výzkumu polarizace často zmiňován. Výsledky ukazují, že v České republice a některých dalších středoevropských zemích nedochází k polarizaci v tradičním smyslu, ale spíše k trendu zvyšování dovedností (upgrading). V závěru této práce jsou výsledky z praktické části dány do souvislosti s dosavadními poznatky ze studií zabývající se polarizací zaměstnanosti a nabízí doporučení pro tvůrce hospodářské politiky.

Abstract:

This thesis addresses the phenomenon of job polarization, which is manifested by the increasing share of the most and least qualified workers at the expense of the medium-skilled. The aim of the work is to identify the presence of polarization phenomena in the labor market in the Czech Republic and selected European countries, specifically in Poland, Austria, Hungary, Lithuania, and Slovakia. The theoretical part presents the history and current knowledge about polarization, including the main theories associated with this trend, as well as other potential influences on polarization such as globalization, the impact of institutions, and the development of artificial intelligence. The practical part analyzes changes in employment in various skill groups, divided at the level of occupations according to the ISCO classification from 1997 to 2022 and at the level of sectors according to the NACE classification from 2008 to 2022. The work also includes an analysis of polarization with respect to gender, an aspect that has not often been mentioned in polarization research to date. The results show that in the Czech Republic and some other Central European countries, there is no polarization in the traditional sense, but rather a trend towards increasing skills (upgrading). In conclusion, this thesis puts the findings from the practical part in context with existing knowledge from studies dealing with employment polarization and offers recommendations for economic policy makers.
