Influence of non-nuclear status of Ukraine on its security

Abstract:

Po rozpadu Sovětského svazu, v letech 1991 až 1996 se na území Ukrajiny nacházely jaderné zbraně, které Ukrajina pod tlakem USA a Ruské federace odsunula do Ruska pro likvidaci. Spolu s odsunem jaderných zbraní Ukrajina se připojila do smluv START a NPT; ze strany Spojených států, Ruské federace a Velké Británie byly Ukrajině poskytnuty bezpečnostní záruky, včetně záruky respektování územní celistvosti a suverenity Ukrajiny. V roce 2014, po třech měsících protestů a změně vlády, Ruská federace anektovala Krym. Pak v dubnu 2014 začal ozbrojený konflikt v Donbasu. Svou anexí Rusko porušilo budapešťské memorandum - dokument, založený na nejaderném statusu Ukrajiny, který se prokázal jako neefektivní. Mezi dlouhodobé příčiny, které přivedly k anexi Krymu, se zmiňuje i nejaderný status Ukrajiny: spekuluje se, že pokud by Ukrajina jaderné zbraně neodsunula a nejaderný status nezískala, nebyl by žádný konflikt. Daná práce zkoumá skutečnost nejaderného statusu Ukrajiny a odpovídá na otázku, jestli nejaderný status Ukrajiny skutečně ovlivnil bezpečnost země a přivedl ke krizi.

Abstract:

After the collapse of the Soviet Union, in years 1991-96, Ukraine had pertained nuclear weapons on its territory, which were then transferred to Russia to be liquidated due to pressure of the United States and the Russian Federation itself. Together with the transfer of the nuclear weapons, Ukraine joined START and NPT treaties; the United States, Russia and the United Kingdom, from their side, offered security guarantees to Ukraine, including a guarantee of respect to Ukraine’s territorial integrity and sovereignty. In 2014, after three-month protests and a change of government, the Russian Federation annexed Crimea. After that, in April 2014, an armed conflict in Donbass started. By the annexation of Crimea, Russia had violated the Budapest memorandum — a document based on the non-nuclear status of Ukraine, which proved to be ineffective. Among the long-term causes that led to the annexation of Crimea, the non-nuclear status is mentioned: it is speculated, that if Ukraine did not transferred nuclear weapons to Russia and did not get the non-nuclear status, any conflict would not take place. This thesis studies the nature of the non-nuclear status of Ukraine, and answers the question, whether the non-nuclear status had really influenced country’s security and had led to the crisis.
