The support for sport from public budgets

Abstract:

Financování sportu z veřejných rozpočtů má podstatný význam pro činnost sportovních organizací. Tato práce řeší financování sportu z veřejných rozpočtů se zaměřením na municipální rozpočet a dotační politiku Statutárního města Frýdek-Místek. Cílem diplomové práce je zmapovat možnosti podpory sportovních aktivit z veřejného roz-počtu Statutárního města Frýdek-Místek a jejich vliv na životaschopnost a hospodárnost samotných sportovních organizací. V první části této práce jsou objasněna teoretická východiska, která se vztahují k problematice financování sportu na lokální i centrální úrovni. V druhé části probíhá vyhodnocení současné situace na základně stanovené metodiky, kdy výsledky ukazují, že finanční prostředky z veřejných rozpočtů jsou významným příjmem sportovních organizací. V závěru jsou formulovány konkrétní kroky, které zmírní negativní dopady stávajících procesů při přidělování peněžních prostředků z municipálního rozpočtu a jsou navrženy další optimalizace ve sportovní politice města Frýdek-Místek.

Abstract:

Sport financing from the public budgets is essential for the sports organizations activities. This work deals with the financing of sport from public budgets with a focus on the municipal budget and subsidy policy of the statutory city of Frýdek-Místek. The aim of this diploma thesis is to map the possibilities of supporting the sports activities from the public budget of the Frýdek-Místek city and their impact on the viability and economy of sports organizations themselves. The first part of this work clarifies the theoretical background, which relates to the issue of financing sports at the local and central level. Further, current situation is evaluated based on the established methodology, where the results show that funds from public budgets are a significant income of sports organizations. In the end, specific steps are formulated that will mitigate the negative impacts of existing processes in the allocation of funds from the municipal budget and other optimizations in the sports policy of the city of Frýdek-Místek are proposed.
