Serbian official discourse on Russia in the context of the 2022 Ukrainian conflict

Abstract:

Devět měsíců po vypuknutí války na Ukrajině zůstává Srbsko jediným kandidátem na členství v Evropské unii, který se nepřipojil k sankcím EU proti Rusku. V podmínkách extrémní polarizace mezinárodní politiky Srbsko dokázalo nemožné a právě udržet si dříve uplatňovanou politiku spolupráce s EU i Ruskem. Další vyhlídky rozvoje srbské zahraniční politiky jsou však nejasné. Na základě poststrukturalistického chápání zahraniční politiky jako diskurzivní praxe tato práce analyzuje proměnu srbského zahraničněpolitického diskurzu o Rusku v únoru - srpnu 2022 a identifikuje možné důsledky těchto změn pro bezpečnostní dynamiku západního Balkánu.

Abstract:

Nine months after the outbreak of the war in Ukraine, Serbia remains the only candidate for membership of the European Union that has not joined the EU sanctions against Russia. In the conditions of extreme polarization of international politics, Serbia has been able to do the impossible and maintain the previously pursued policy of cooperation with both the EU and Russia. However, the further prospects for developing Serbian foreign policy are unclear. Based on the post-structuralist understanding of foreign policy as a discursive practice, this thesis analyzes the transformation of Serbian foreign policy discourse on Russia in February - August 2022 and identifies possible consequences of these changes for the Western Balkans security dynamics.
