Nejistoty, rizika a hodnocení udržitelnosti při rozhodování o velkých investičních projektech v německé infrastruktuře zemního plynu

Abstract:

Pro společnost je velmi důležité přijímat správná rozhodnutí pro rozvoj podnikání. To platí zejména pro investice do technického vybavení, které mohou mít vliv na úspěch na trhu. V mnoha případech je investice do podnikové infrastruktury strate-gickým rozhodnutím vedení nebo dokonce dozorčí rady. Rozhodnutí s ohledem na budoucnost však lze učinit pouze na dobrém a spolehlivém základě. To platí i pro investice v energetice, kam patří i dodávky zemního plynu. V Německu se LCC stala uznávaným podkladem pro rozhodování o investicích do infrastruktury zemního plynu. Dodavatelé plynu v Německu budou do roku 2030 investovat téměř 8 miliard eur. To bylo oznámeno na internetových stránkách Gasunie, německého provozovatele přenosové soustavy (TSO), dne 26. listopadu. května 2021 (Gasunie, 2021). In-vestice do kompresorových stanic často dosahují částek 100 milionů eur, z čehož na kompresorové jednotky připadá přibližně 25-30 % částky. Tato práce se zaměřuje na investice do kompresorových stanic v německé plynárenské infrastruktuře a nabízí poznatky použitelné pro rozhodování o stro-jním zařízení, energii a nákladech na údržbu. Analýza nákladů životního cyklu (LCC) může být vodítkem při rozhodování o investicích; nejistoty ve vstupních údajích a budoucím vývoji však představují rizika. Studie založené na LCC narážejí na otázky ovlivňující jejich výsledky a optimální výběr. Tyto nejistoty mohou vést k nesprávnému přidělení prostředků, což zdůrazňuje potřebu pečlivě zvážit investiční rozhodnutí, aby se předešlo možným důsledkům a efektivně se přidělily omezené finanční prostředky. Výsledky modelů LCC v případových studiích jsou přijímány bez dalšího ověřování nejistot a rizik. Pro zmírnění nejistot a rizik v analýzách LCC jsou k dispozici různá opatření. Uznáv-aná opatření jsou deterministická a pravděpodobnostní. V této souvislosti bylo an-alyzováno sedm případových studií investic do infrastruktury zemního plynu v Německu. Kromě realizovaných případových studií byla do analýzy zahrnuta i případová studie z vědeckého časopisu. Případové studie byly provedeny provozovateli přepravních soustav (TSO) v letech 2005-2015 a retrospektivní pohled umožnil rozpoznat, zda byly identifikovány nejlepší varianty (díky analýze LCC). Simulace byly provedeny pomocí vygenerovaných modelů s využitím reálných historických vstupních údajů, jako jsou náklady na energii. Přepočet čisté současné hodnoty nebo lépe diskontovaných kumulativních výdajů s reálnými vstupními údaji ukazuje, že výsledky analýzy LCC významně závisí na spolehlivosti vstupních údajů a předpovědi jejich vývoje. Přepočty také ukazují, že zpětně dochází k nesprávným výsledkům. Ověření výsledků je možné pouze na základě zpětného posouzení. Pouze zpětně lze ověřit přesnost předpokladů na základě skutečných historických údajů. Nepodařilo se nalézt žádnou literaturu týkající se infrastruktury zemního plynu nebo energetického odvětví, ve které by byly ověřovány analýzy LCC a navrhována zlepšení na základě ekonomických metod. Tato mezera je touto prací odstraněna. V této disertační práci jsou ověřeny výsledky případových studií, v nichž byla použita metoda LCC. Ukazuje se, že výsledky přípa-dových studií, které jsou založeny na předpokladech, se výrazně odchylují od ověření pomocí skutečných historických údajů. Na základě výsledků prověrky je stávající model pro rozhodování rozšířen s cílem zlepšit podklady pro rozhodování. Deterministické a pravděpodobnostní metody jsou analyzovány s cílem navrhnout metody řízení nejistot a zmírnění rizik. Identif-ikované metody jsou analýza citlivosti a simulace Monte Carlo

a představují rozšíření pro modely LCC v případových studiích provozovatelů přenosových soustav. Účinnost těchto dvou metod je analyzována a prokázána pro případové studie provozovatelů přenosových soustav. Společnosti jsou definovány svým ekonomickým úspěchem a udržitelností a firemní politiky zaměřené na podporu udržitelnosti nabývají na významu. S cílem zohlednit tuto skutečnost je navržen způsob provádění hodnocení udržitelnosti a jsou demon-strovány účinky hodnocení udržitelnosti. Hodnocení udržitelnosti je dalším rozšířením rozhodovacích modelů. Výsledkem práce je zdokonalený a rozšířený model pro rozhodovací orgány provozovatelů přenosových soustav německé plynárenské infrastruktury, který poskytuje spolehlivý a robustní základ pro rozhodování. Model zahrnuje metody řízení nejistot, zmírňování rizik a hodnocení udržitelnosti. Ačkoli se tato studie týká LCC v německé plynárenské infrastruktuře, navržená ověření a posouzení udržitelnosti lze přijmout i pro jiné investiční projekty zahrnující kapitálové a provozní výdaje.

Abstract:

It is of great importance for a company to make the right decisions for business de-velopment. This is especially true for investments in technical equipment, which can have an impact on success in the market. In many cases, an investment in the com-pany infrastructure is a strategic decision made by the management or even the su-pervisory board. However, future-proof decisions can only be made on a good and reliable basis. This also applies to investments in the energy sector, which includes natural gas supply. In Germany, the LCC has become the accepted decision-making basis for in-vestments in the natural gas infrastructure. The gas suppliers in Germany will invest almost € 8 billion by 2030. This has been an-announced on the website of Gasunie, a German Transmission System Operators (TSO) on 26. May 2021 (Gasunie 2021). Investments in compressor stations often reach sums of €100 million, of which compressor units account for around 25-30% of the amount. This thesis focuses on compressor station investments in Germany’s natural gas in-frastructure, offering insights applicable to machinery, energy, and maintenance cost-driven decisions. A life cycle cost (LCC) analysis can guide investment choices; however, uncertainties in input data and future developments pose risks. LCC-based studies encounter questions impacting their results and optimal selections. These uncertainties may lead to misallocations, emphasizing the need for careful consid-eration of investment decisions to avoid potential consequences and efficiently al-locate limited funds. The results of LCC models in the case studies are accepted with-out further validation of the uncertainties and risks. Various measures are available to mitigate the uncertainties and risks in LCC anal-yses. Recognized measures are deterministic and probabilistic. Seven case studies on investments in natural gas infrastructure in Germany were analyzed in this con-text. In addition to the executed case studies, a case study from a scientific journal was included in the analysis. The case studies were conducted by transmission sys-tem operators (TSO) from 2005–2015, and a retrospective view made it possible to recognize whether the best options (owing to the LCC analysis) were identified. Sim-ulations were conducted with generated models using real historical input data such as energy costs. The recalculation of the net present value or better the discounted cumulative ex-penditure with real input data shows that the results of the LCC analysis depend significantly on the reliability of the input data i.e. energy costs and the prediction of its development. The recalculations also show that incorrect results are obtained in retrospect. Verification of the results is only possible through retrospective consideration. Only in retrospect can the accuracy of the assumptions be verified using real historical data. No literature on natural gas infrastructure or the energy sector could be found in which LCC analyses are verified and improvements based on economic methods are suggested. This gap is closed by this work. In this dissertation, the results of case studies in which the LCC method was applied are verified. It is shown that the results of the case studies, which are based on assumptions, deviate significantly from the verification with real historical data. Based on the results of the examination, the existing model for decision-making is being extended with the aim of improving the basis for decision-makers. Deterministic and probabilistic methods are analyzed in order to suggest methods to manage uncertainties and mitigate risks. The methods identified are sensitivity analysis and Monte Carlo simulation and represent an extension for the LCC models in TSO case studies. The effectiveness of these two methods are analysed and proven for the TSO case studies. ity are becoming increasingly important. In order to take this into account, a way to implement a sustainability assessment is suggested and the effects of the sustainability assessment are demonstrated. Sustainability assessment is a further extentation of the decision-making models. The result of the thesis is an improved and extended model for decision-makers in TSOs of the German natural gas infrastructure, which provides a reliable and robust basis for decision-making. The model includes methods to manage uncertainties, to mitigate risks and sustainability assessment. Although this study relates to LCC in Germany’s natural gas infrastructure, the suggested verifications and sustainability assessment can be adopted for other investment projects comprising capital and op-erational expenditures.
