The public beneficial construction - from preparation to implementation

Abstract:

Co se skrývá pod pojmem veřejně prospěšná stavba dopravní infrastruktury ví málokdo. Na druhou stranu, každý, už i malé dítě, Vám na otázku - co je a k čemu slouží silnice odpoví, že je to jeden z prostředků, jenž mu umožňuje rychlejší spojení s ostatním světem. Silnici považujeme jako automatickou součást našeho života, stejně jako např. auto, elektrickou energii, nebo naftu. Málokdo však tuší, kolik času a práce zabere příprava komunikace - veřejně prospěšné stavby. Každá příprava veřejně prospěšné stavby je rozdělena na tři fáze. Předinvestiční fází je časové období od první myšlenky až po rozhodnutí, zda a kde bude stavba realizována. Investiční fází je vypracování jednotlivých stupňů dokumentací přes uzavírání smluv a získávání stavebního povolení. Třetí realizační fází je předání staveniště, samotná realizace stavby. Tato fáze končí vydáním kolaudačního souhlasu a předáním a převzetím stavby. Bakalářská práce je směřována na tyto tři fáze přípravy veřejně prospěšné stavby s detailním přiblížením majetkové přípravy a upozorněním na některé problémy prodlužující přípravu stavby.

Abstract:

Only few people can imagine what does the term public works of transport infrastructure really mean. On the other hand, everyone, even a child, can answer the question “what is a road and what is its function?” by saying that it is one of the means that allows us faster communication with the world. We think of the road as of a natural part of our lives, the same way we think of cars, electric energy or oil. But only few people know how much time and work does the preparation of a road – a public work – take. Every preparation of a public work is divided into three phases. Pre-investment phase is a time period since the first idea until the decision if and where will the construction take place. Investment phase is the phase from implementation of individual stages of documentations through closing contracts and obtaining building permits. The third phase is the handover of construction site, an actual implementation of the project. This phase ends by releasing the occupancy permit and by handing and taking the construction over. This bachelor thesis is dealing with these three phases of preparation of public work with a detailed approach towards ownership preparation and with a notification about some problems that delay preparation of construction.
