EU Regional Policy as a Collective Arena

Abstract:

Ambicí práce „Regionální politika EU jako kolektivní aréna“ je reflexe složitých a komplexních vztahů vznikajících v rámci tří teritoriálních úrovní (EU, stát a region) mezi aktéry regionálních zájmů. Svým celostním zaměřením se tak práce odlišuje od jiných studií, které se věnují pouze určitému výseku z dané problematiky. Za ústřední metodologický rámec je v práci použit koncept trojrovinného pojetí EU. Jedná se koncept, který umožňuje strukturovaně analyzovat jednotlivé politické procesy probíhající v aréně regionální politiky EU. Tyto procesy se totiž odlišují nejen vertikálně dle jednotlivých teritoriálních úrovní po ose EU-stát-region, ale i horizontálně - v rámci jednotlivých rovin. To vědeckou práci komplikovalo. Problém spočíval v diverzitě aktérů regionálních zájmů. Tu sice zmírňovala určitá „zákonitost“ agregace, tzn. že pro daný typ aktéra regionálních zájmů bylo možno vysledovat jeho reprezentanta na vyšších teritoriálních úrovní, přesto bylo problematické pracovat s různými kategoriemi těchto aktérů (veřejné, poloveřejné, soukromé). Cílem práce bylo ověřit hlavní hypotézu a dvě navazující subhypotézy. Hlavní hypotéza zněla, zda je možno považovat regionální politiku EU za kolektivní arénu. Tato hypotéza byla zkoumána prostřednictvím principu partnerství – nosného principu regionální politiky EU. Pokud by byl princip partnerství naplněn, jak je obecně deklarováno (nikoliv dokázáno), byla by verifikována i hlavní hypotéza, k čemuž opravdu došlo. Mimo hypotézu, zda platí na všech třech rovinách obecně uznávaná zásada kolektivního řešení regionální politiky EU byla definována i subhypotéza, a to zda se působení aktérů regionálních zájmů v rámci jednotlivých rovin odlišuje. I zde došlo k potvrzení subhypotézy, jelikož míra kolektivního charakteru regionální politiky EU se v rámci jednotlivých rovin odlišuje, a to od nejvyšší míry na rovině EU, přes střední míru na rovině regionu až po relativně slabou míru na úrovni státu. Konečně, třetí subhypotéza - zda existuje rozdíl mezi jednotlivými typy aktérů regionálních zájmů z hlediska zapojení do realizace regionální politiky se též prokázala jako platná. Je možno konstatovat, že jeden z typů aktérů regionálních zájmů - samosprávy potvrzuje na každé z rovin svoji specifickou a do jisté míry i výlučnou pozici při realizaci regionální politiky EU.

Abstract:

The aim of the paper “EU Regional Policy as a Collective Arena” was to reflect on the compound and complex relations emerging on the three territorial levels (EU, country and region) among the parties embodying regional interests. Unlike other studies on this topic, which usually cover this issue only partly, this paper is unique in its general insight. As a core methodological framework, the concept of three-level dimension of EU has been used; an approach providing for a structural analysis of separate political processes taking place within the regional policy arena. These processes do not differ only vertically along the territorial axis EU-country-region, but also horizontally – within each of the levels, which has hampered academic exploration. The problem dwelled in the diversity of regional actors: although it was mitigated by a certain “pattern” of aggregation – i.e. for each type of regional actor a similar one can be located on a higher territorial level, it still proved to be difficult to operate with these actors in various categories (public, semi-public, private). The goal of this study was to verify a basic hypothesis and two subsequent sub-hypothesis. The basic hypothesis inquired whether the EU regional policy can be classified as a collective arena. The question was examined through the partnership principle – the core principle of EU regional policy. Provided that the partnership principle was fulfilled, as is generally declared (but not proven), the basic hypothesis would be verified – which eventually happened. Apart from the hypothesis about the application of the generally accepted principle of collective resolution of regional policy on all three levels, a sub-hypothesis has been defined: does the behavior of the regional interest parties differ between the levels? Even this sub-hypothesis has been verified, as the extent to which EU regional policy can be deemed as collective varies along the levels: from the highest extent on the EU level, through a mid-reach in the regions, to a relatively weak rate in the countries. Finally, the third sub-hypothesis – if there is a difference between particular types of parties of regional interests from the view of participation in the implementation of regional policy – has also proven as valid. It can be stated that one type of the regional interest parties – the municipalities – establishes its specific and to some extent even exclusive position when implementing EU regional policy, on each of the levels.
