Territorial Self-government of the Czech Republic, Comparison with Chosen States of Europe

Abstract:

Předmětem této bakalářské práce je analýza systému územní samosprávy aplikovaného na území České republiky a následná komparace se systémy užitými ve Francii, Velké Británii, Dánsku a Nizozemí. Teoretická část představuje oblast pro vymezení pojmu samospráva a již zmíněnou analýzu uspořádání územní samosprávy v ČR. Následuje přiblížení jednotlivých modelů místní správy a jejich stručné aplikování v rámci zmíněných zemí. Praktická část se věnuje porovnání uspořádání ve zmíněných zemích. Jelikož je potenciál pro porovnávání obrovský, zúžil jsem porovnávané aspekty na historii, orgány samosprávných celků, financování, volby a obce. V závěru jsou řečeny klady a zápory v ČR, na základě nichž je dokázáno, že je zde pořád potenciální prostor pro vylepšení, ale vzhledem k nepříliš příznivému vývoji ve 20. století a k tomu, že se územní samospráva v ČR obnovila před pouhými 30 lety, není se příliš čemu divit.

Abstract:

The subject of this bachelor thesis is the analysis of the territorial self-government system applied in the Czech Republic and subsequent comparison to the systems used in France, Great Britain, Denmark, and Netherland. The focus of the theoretical part is to define the term self-government and the already mentioned analysis of the territorial self-government system applied in the Czech Republic. Then follows an explanation of each model of the territorial government and their brief application within mentioned countries. The practical part is dedicated to the comparison of the systems in the above-mentioned countries. The comparison is limited due to the huge potential to history, authorities in self-government, financing, elections, and municipalities. The focal point of the final part are the pros and cons in the Czech Republic which prove, that there is still some potential to improve. No wonder that there is this potential due to the not very favorable development in the 20th century and the fact, that the territorial self-government in the Czech Republic was re-established thirty years ago.
