Cultural Policy as a Part of Cross-border Cooperation

Abstract:

Hraniční regiony sousedících zemí jsou sice odděleny státní hranicí, přesto jsou to území vyznačující se smíšenou strukturou obyvatelstva po stránce jazykové, někdy etnické a kulturní. Vzájemné prolínání kultur se historicky rozvíjelo v dobách, kdy byl hraniční režim volný a samotná hranice byla v tomto regionu brána jako formální záležitost. Uzavření hranic v dobách mezinárodního napětí naopak znamenalo úplné odtržení vazeb mezi obyvatelstvem obou příhraničních regionů. Současná doba je charakteristická rozvojem přeshraniční spolupráce, jejíž institucionálním rámcem jsou především euroregiony. Je samozřejmé, že mezi její složky patří celá řada kooperujících oblastí – hospodářství, ochrana životního prostředí, doprava, sociální a vzdělávací činnost atd. Pro tyto oblasti spolupráce je však zapotřebí obnovit na desítky let zlikvidovanou specifickou kulturu regionu zahrnující příhraničí obou státu. V tomto smyslu je kultura míněna v jejím širokém smyslu, která vychází z historického vývoje místních uměleckých forem, zvyků, tradičních výrob a dokonce i jazyka. Cílem této diplomové práce je vymezit roli kulturní politiky v oblasti přeshraniční spolupráce.

Abstract:

Although the border regions of neighbouring countries are separated by a national border, they are still territories with a mixed population structure in terms of linguistic, sometimes ethnic and cultural. The intertwining of cultures has historically developed at a time when the border regime was free and the border itself was taken as a formal issue in the region. On the other hand, the closure of borders in times of international tension meant the complete severing of ties between the populations of the two border regions. The present period is characterised by the development of cross-border cooperation, the institutional framework of which is mainly the Euroregions. It goes without saying that its components include a number of cooperating areas – the economy, environmental protection, transport, social and educational activities, etc. For these areas of cooperation, however, it is necessary to restore for decades the liquidated specific culture of the region, covering the borders of the two states. In this sense, culture is meant in its broad sense, which is based on the historical development of local art forms, customs, traditional productions and even language. The aim of this thesis is to define the role of cultural policy in the field of cross-border cooperation.
