Abstract:

Předmětem mé diplomové práce „Současná reforma zdravotnictví a výdaje zdravotních pojišťoven“ je analýza reálných dopadů aktuálního dění v systému veřejného zdravotního pojištění v ČR. Úvodní kapitola je věnována objasnění motivace a cílů volby tématu diplomové práce. Následující část pak uvozuje problematiku zdravotnictví v ČR do souvislosti historického vývoje se zaměřením na území Čech a v kontextu účastníků systému zdravotnictví ČR a vymezení jejich rolí. Diplomová práce též zmiňuje principy (systémy) chápání organizace zdravotnictví ve světě a v ČR a podrobněji specifikuje způsoby úhrad za poskytnutou zdravotní péči v ČR. Detailnější přiblížení vztahu hlavních determinant kumulace problémů v současném stavu zdravotnictví je náplní pasáže, která předchází důležité analýze záměrů resp. volbě jednotlivých základních reformních opatření (konkrétních kroků a použitých nástrojů). Vyhodnocení reálných dopadů aplikovaných reformních opatření za období od počátku roku 2008 je prezentováno v pasážích, které jsou věnovány chápání dopadů reformy zdravotnictví v ČR z pohledu jednotlivých účastníků systému všeobecného zdravotního pojištění. Nad rámec striktního časového ohraničení zájmu mé diplomové práce je však závěrem připojena také drobná zmínka o vybraných událostech dění ve zdravotnictví na počátku roku 2009, jejichž další vývoj však může v okamžiku následného posuzování mnou předkládané práce způsobit změnu náhledu na problematiku úspěšnosti reformních snah v organizaci zdravotnictví ČR.

Abstract:

A topic of my thesis , The present reform of health service and health insurance companies expenses‘ is an analyse of real impacts of actual events in the system of public health insurance in the Czech republic. The leading chapter is about the clarification of motivations and aims of choice of my thesis theme. The next part introduces the problems of the health service in the Czech republic into the connection of historical development with the focus on the territory of Bohemia and in connection of privies to the system of health service in the CZ and to the delimitation of their roles. The thesis also gets in the principles ( systems ) of a comprehension of the organization of health service in the world and in the CZ and the thesis also in more details specifies the ways of remittances for health service rendered in the CZ. The more detailed approximation of the relation of the main determinant of the cumulation of the problems in the actual station of the health service is the contents of the passage, which anticipates the important analysis of intentions or more precisely it anticipates the preference of individual basic reformative precaution (the concrete steps and used implements). An evaluation of impacts – applied reformative precaution for the period from the beginning of the year 2008 is presented in the passages, which are devoted to the unerstandings of the impacts of the reform of the health service in the CZ from the view of the individual participants of the system of the general health insurance. Above the frame of the strict time limitation of the interest of my thesis is added in fine the detail reference to chosen events in the health service on the beginning of the year 2009, whose next development can ( at the moment of resulting assessment of my thesis) cause the change of the insight into the problems of the succes of the reformative efforts in the organization of the health service in CZ.
