Export Financing in the Financial Crisis

Abstract:

Disertační práce se zabývá problematikou financování vývozu v době poslední finanční krize z roku 2007. Práce odhaluje specifika a faktory ovlivňující financování vývozu v turbulentní době finanční a ekonomické krize a její dopady na tuto oblast, jakož i na chování účastníků trhu, tj. příjemců i poskytovatelů financování. Východiskem pro analýzu jsou evropské, popř. i celosvětové trendy, značná část práce je však zaměřena na český vývoz a české financující instituce, převážně banky a faktoringové společnosti. První kapitola představuje teoretický úvod do problematiky, obsahuje vymezení platebních podmínek, bankovních i nebankovních nástrojů financování a posuzuje vhodnost jejich využití exportéry v době krize. Druhá kapitola se věnuje poslední finanční krizi, mechanismům jejího šíření, zejména pak hodnocení trendů financování vývozu na celosvětové a evropské úrovní. Třetí kapitola mapuje obdobné trendy v České republice. Závěrečná kapitola se zabývá vybranými možnostmi řešení důsledků krize na financování vývozu, zejména opatřeními na podporu vývozu se státní podporou a novou platební podmínkou Bank Payment Obligation. Na světové, resp. evropské úrovni prokazatelně došlo k poklesu financování vývozu. Stojí za tím zejména poptávkové faktory, tj. pokles ekonomické aktivity a vývozu. Nástroje financování vývozu totiž zůstaly podnikům během krize dostupné, změnily se však podmínky jejich poskytování (cenové i necenové). Obdobné tendence byly zjištěny v bankovním i nebankovním financování vývozu České republiky. Proti poklesu financování vývozu v České republice významně působila přijatá opatření státu na podporu financování a pojišťování vývozu. Práce též poukázala na změny v chování jednotlivých účastníků trhu financování. Vývozci například vyhledávali takové instrumenty, které kromě financování obchodů mohli využít i pro zajištění vývozních rizik, například dokumentární akreditiv nebo bezregresní faktoring. Banky naproti tomu hledaly novou konkurenční výhodu oproti ostatním poskytovatelům financování, kterou našly například v podobě Bank Payment Obligation.

Abstract:

This dissertation deals with the export financing during the last financial crisis of 2007. The thesis reveals the characteristics and factors affecting export financing in the turbulent times of the financial and economic crisis and its impact on this field, as well as on the behaviour of market participants, i.e. recipients and providers of financing. The starting point for the analysis are European and global trends However, much of the dissertation is focused on the Czech export and Czech export financing institutions, mainly banks and factoring companies. The first chapter represents a theoretical introduction, contains a definition of the terms of payment, bank and non-bank financing instruments and assesses the appropriateness of their use by exporters during the crisis. The second chapter deals with the recent financial crisis, the mechanism of its spread, and especially with the assessment of trends of export financing at global and European levels. The third chapter focuses on similar trends in the Czech Republic. The final chapter deals with selected options addressing the consequences of the crisis on export financing, particularly measures of export promotion with state support and a new payment term called Bank Payment Obligation. The export financing clearly decreased at the world and European level, mainly as a result of the demand factors, i.e. the decline in economic and export activity. The instruments of export financing remained available to businesses during the crisis. However, conditions of their provision (price and non-price) have changed. Similar trends were observed in the field of the banking and non-banking export financing in the Czech Republic. Measures adopted to support the export financing and insurance with state support combated the decline in export financing in the Czech Republic. The dissertation also pointed to changes in the behaviour of individual market financing participants. Exporters were seeking the instruments which, in addition to financing transactions, could also be used to mitigate export risks, such as letters of credit or non-recourse factoring. By contrast, banks were seeking a new competitive advantage over other financing providers, which they found in the form of Bank Payment Obligation for example.
