Elections to the Municipal Council

Abstract:

Ve své bakalářské práci se zabývám problematikou voleb do zastupitelstev obcí, konkrétně metodou korespondenčního hlasování, jejími výhodami a nevýhodami zavedení a případné aplikovatelnosti i na tento druh voleb. Cílem této bakalářské práce je představit si a seznámit se s problematikou návrhu zákona o korespondenčním hlasování a metodou samotnou. Dále představení si aplikace na volby do obecních zastupitelstev a zhodnocení, zda by byla spíše přínosem či nikoli, a k jakým změnám by muselo v zákoně o volbách do zastupitelstev obcí dojít. Používám zde metodu komparace, ve které porovnávám samotný návrh zákona o korespondenčním hlasování, podaný poslancem Markem Ženíškem se zákonem č. 491/2001 Sb., o volbách do zastupitelstev a obcí a dále se zákonem č. 247/1995 Sb., o volbách do Parlamentu České republiky. V závěru práce jsem zvolila metodu vlastního dotazování, které nám má přiblížit názor veřejnosti a samotných voličů na tuto problematiku.

Abstract:

In my bachelor thesis I deal with the problematics of the elections to the municipal council, specifically via the corresponding voting method, its advantages and disadvantages of its introduction and possible applicability on this kind of elections. The aim of this bachelor thesis is to introduce and get to know the problematics of the bill proposal of the corresponding voting and the method itself. Then, the introduction of the application on elections to the municipal council and evaluation whether it would rather be a benefit or not and which changes would have to be made in the bill of the elections to the municipal council. In this paper the comparison method is used in which I compare the proposal of corresponding voting itself, submitted by the Member of Parliament Mr. Marek Ženíšek with the bill No 491/2001 Sb., about the elections to municipalities and councils, with the bill No 247/1995 Sb., about the elections to the Parliament of the Czech Republic. In the end of my work I chose the method of own polling which should approximate the opinion of the public and the voters themselves on this problematics.
