Basel III - analysis of impacts on banks in EU

Abstract:

Cílem diplomové práce je analýza pravidel třetí basilejské kapitálové dohody (Basel III) a jejích dopadů na evropské banky. Práce svým zaměřením reaguje na největší změnu regulatorních pravidel současnosti, která probíhá ve vůči bankám kritickém společenském kontextu. V teoretické části se zaměřuje na důkladný rozbor zdůvodnění a cílů regulace, včetně příslušných protiargumentů a stanovisek ve prospěch volného bankovnictví. Se závěrem nutnosti existence regulačních pravidel se druhá polovina teoretické části soustředí na vznik a vývoj basilejských dohod, podstaty jejich principů a zejména na ukazatel kapitálové přiměřenosti. Součástí jsou i možné příčiny jejího selhání. Praktická část testuje tři hypotézy. V první hypotéze jsou analyzována pravidla třetí basilejské dohody a komparativní metodou jsou identifikovány principiální rozdíly druhé a třetí dohody. Druhá hypotéza se zabývá otázkou plnění pravidel Basel III současným evropským bankovním sektorem na základě zjištění Basilejského výboru pro bankovní dohled. Třetí hypotéza zkoumá dopady nových pravidel na vybranou evropskou bankovní skupinu.

Abstract:

The aim of this diploma thesis is to analyze the third Basel Capital Accord (Basel III) requirements and their impacts on European banks. The thesis focus responds to the most significant contemporary change of regulatory requirements, which is set in, against banks, critical social context. The theoretical part is focused on thorough analysis of regulation justification and its goals, including relevant counter-arguments and statements in favor of free banking. This part resulted in the fact that regulation of banks is necessary; therefore the latter part is focused on genesis and development of Basel Accords, substance of its principles and mainly on the capital adequacy ratio. The possible causes of failure are not omitted. In the practical part three hypotheses are tested. In the first hypothesis, Basel III requirements are analyzed; and based on comparison with Basel II, the principle changes are identified. The second hypothesis is focused on compliance between Basel III requirements and the current situation in European banking sector. It is tested based on quantitative impact studies of Basel Committee on Banking Supervision. The third hypothesis testing examines new requirements impacts on chosen European banking group.
