Analysis of the pension system in Italy in the period 1992-2019

Abstract:

V období let 1992-2019 byl realizován velký počet parametrických změn a reforem důchodového systému Itálie. Mezi nejpodstatnější důchodové reformy v Itálii patří zejména Diniho reforma, Maroni-Tremontiho reforma, Fornerova reforma a Maio-Salviniho reforma. Cílem diplomové práce je na základě analýzy důchodového systému v Itálii v období let 1992-2019 posoudit možnosti využití italských zkušeností z důchodových reforem v podmínkách českého důchodového systému. Z provedené analýzy vyplývá, že v podmínkách důchodového systému České republiky lze využít zejména italské zkušenosti související s přechodem z dávkově definovaného na hypoteticky příspěvkově definovaný model důchodového systému. S ohledem na konstrukci důchodového systému v Itálii je doporučeno znovu zavést druhý důchodový pilíř, který by stejně jako Otevřené penzijní fondy v Itálii měl být soukromě zřízen a spravován s rozdílem toho, že účast v něm by měla být povinná pro všechny ekonomicky aktivní občany. Česká republika by se především měla vyvarovat vysokého počtu reforem důchodového systému, které v Itálii nakonec oslabily plánovaný efekt důchodových reforem zavedených na počátku sledovaného období.

Abstract:

The large number of parametric and systemic reforms of the Italian pension system was implemented between 1992 and 2019. The most important pension reforms in Italy include the Dini Reform, the Maroni-Tremonti Reform, the Fornero Reform and the Maio-Salvini Reform. The aim of the diploma thesis is to assess the possibilities of using the Italian experience from implemented pension reforms in the conditions of the Czech pension system based on the analysis of the pension system in Italy in the period from 1992 to 2019. The analysis shows that it is possible to use especially the Italian experience related to the transition from the defined benefit model to the notional defined contribution model of the pension system in the conditions of the pension system of the Czech Republic. Given the scheme design of the pension system in Italy it is recommended to reintroduce the second pension pillar which the same as Open Pension Funds in Italy should be privately established and managed, with the exception that participation should be compulsory for all economically active citizens in the Czech Republic. The Czech Republic should avoid the large number of pension reforms that have ultimately weakened the planned effect of pension reforms established at the begging of the reference period in Italy.
