“From Petty Vandalism to Pre-Delinquency?” Children under supervision of the Early Intervention Programme

Abstract:

The thesis deals with the relationship between institutions (represented here by state organizations for socio-legal protection of children – OSPOD) and children and teenagers after the implementation of the Early Intervention System (Systém včasnej intervencie – SVI). The relationship between the state and children is examined from a theoretical viewpoint of power and control as proposed by Michael Foucault. The nature of OSPOD – as being a formal bureaucratic organization – is analyzed using theories of Max Weber and Robert K. Merton. The identity of the client and the potential stigma (resulting from being recorded as such) is examined within the theoretical framework of Erving Goffman. The legislative framework legitimizing OSPOD within the legislative system of the Czech Republic has been created in a wider historical context. In recent years, the institutions dealing with socio-legal protection of children have been collaborating and cooperating with other institutions (the police, schools, doctors etc.) on the SVI programme. The goals and characteristics of this programme will also be introduced. The last part of the thesis analyzes – within the proposed theoretical framework – how the SVI programme changes the relationship between the state and the child. The results of the analysis are to answer the following research questions: 1) To what extent does OSPOD and the SVI programme influence the children’s lives? 2) What is the shift in the work of OSPOD after the implementation of the SVI programme? 3) How is the identity of the client created? 4) What space does this system control?

Abstract:

Predmetom práce je vzťah formálnych organizácií reprezentovaných štátnymi orgánmi sociálno-právnej ochrany detí (OSPOD) po zavedení projektu Systém včasnej intervencie voči deťom a mladistvým. Vzťah štátu k deťom skúmam v teoretickom rámci moci, dohľadu a kontroly danom Michelom Foucaultom. Povahu OSPOD, ako organizácie s formálnou byrokratickou štruktúrou, popisujem v kontexte teórií Maxa Webera a Roberta K. Mertona. Identitu klienta a prípadne stigmatizujúci dopad jeho evidencie popisujem z pohľadu teórie Ervinga Goffmana. Legislatívny základ, ktorý OSPOD v práve Českej republiky legitimizuje, vznikal v širších historických kontextoch. V posledných rokoch sa orgány sociálno-právnej ochrany detí intenzívnejšie organizujú s ďalšími inštitúciami ako je polícia, školy a lekári v projekte Systém včasnej intervencie, ktorého ciele a atribúty práca tiež predstavuje. Záver práce tvorí rozbor projektu SVI a dopadu jeho činnosti na zmenu vzťahu štátu k dieťaťu podľa vymedzeného teoretického rámca. Zistenia plynúce z rozboru sú použité na získanie odpovedí na výskumné otázky tejto práce – Aký je rozsah intervencie OSPOD a SVI do života detí?, Aký je posun v činnosti po zavedení projektu SVI?, Ako sa vytvára identita klienta v systéme? Aký (životný) priestor tento systém kontroluje?
