Trade Tax as Local Tax for Strengthening of Economic Autonomy of Municipalities

Abstract:

Cílem diplomové práce je vysvětlení samotného pojmu živnostenská daň, k čemuž je využit také přehled jejího historického vývoje, a poukázání na tuto daň v jiných státech Evropské unie. Práce se zabývá rozborem konstrukčních prvků živnostenské daně a následnou komparací s konstrukčními prvky živnostenské daně v Německu, kde se práce snaží vymezit podobnosti, shody a rozdíly mezi oběma daněmi. Mezi další cíle práce patří rozbor pojmu živnosti z důvodu úzkého spojení s hlavním pojmem této práce, tj. živnostenskou daní. Posledním cílem je bližší popis rozpočtového určení daní obcí a jeho působení na ekonomickou autonomii obcí, vysvětlení významu živnostenské daně jako jednoho z hlavních obecních příjmů a vymezení možností ovlivnění této daně přímo samotnými obcemi.

Abstract:

The aim of the diploma thesis is to explain the very concept of a Business Tax, to the ends of which also a review of its historical development and application in other countries within the European Union is used. The thesis deals with an analysis of the Czech Business Tax structural elements and subsequent comparison with the structural elements of the German Business Tax, while trying to define the similarities and differences between both taxes. Another aim of the thesis is to analyse the concept of a Trade due to its close relation to the main topic of this thesis, i.e. the Business Tax. The last aim is to describe in more detail budgetary allocation of revenues from taxes to municipalities and its effects on financial autonomy of the municipalities, explanation of the implications of a Business Tax as one of the main sources of municipality income and how the municipalities themselves may affect this tax.
