Abstract:

Práce se zaměřuje na otázku udržitelnosti akumulace veřejného dluhu. Konkrétně se zaměřuje na identifikaci nezbytných podmínek, které určují, zda mohou státní subjekty odvrátit neschopnost splácet dluh dalším půjčováním si od vnějších věřitelů. Práce hledá výše uvedené podmínky prostřednictvím stanovení teoretických hledisek týkajících se povahy věřitelů a dlužníků a základů vztahu věřitel-dlužník a jeho dynamiky. Následně jsou prezentovány observační analýzy vývoje výnosů dlouhodobých státních dluhopisů a pokladničních poukázek Spojených států amerických, Itálie a Libanonu, které ilustrují projevy teoretických perspektiv ve sledovaném období let 1990 až 2020.

Abstract:

The thesis focuses on the issue of sustainability of the accumulation of public debt. Specifically, it aims at identifying the necessary conditions that determine whether sovereign actors can avert debt default by further borrowing from external creditors. The thesis seeks the abovementioned conditions by establishing theoretical perspectives concerning the nature of lenders and borrowers as well as the basis of the lender-borrower relationship and its dynamic. Observational analyses of developments of yields of long-term government bonds and treasury bills of the United States of America, Italy, and Lebanon are subsequently presented to illustrate the manifestation of the theoretical perspectives during the observed period from 1990 to 2020.
