Basic Registers for Public Administration and Civil Registration

Abstract:

Cílem této práce je prozkoumat problematiku základních registrů veřejné správy v souvislosti se současným systémem evidence obyvatel. Práce zasazuje základní registry do celkového kontextu s projektem elektronizace veřejné správy v České republice. V obecné části poskytuje základní pohled na systém organizace veřejné správy v českém státě, mapuje vývoj strategických dokumentů souvisejících s vývojem e-governmentu v Evropské unii a rovněž i vývoj projektu českého e-governmentu, nazývaného eGON. Dále podává základní informace o systému základních registrů a jeho nezbytných součástech. Ve zvláštní části se pak práce věnuje jednotlivým základním registrům, s důrazem na základní registr obyvatel, a evidenci obyvatel, která má sloužit jako zdrojový systém při plnění registru obyvatel daty. Autor při vypracovávání vycházel zejména z aktuální tuzemské právní úpravy a dokumentů Ministerstva vnitra, týkajících se témat základních registrů veřejné správy, e-governmentu a evidence obyvatel.

Abstract:

The aim of this thesis is to look into the issue of basic registers for public administration in the context with current system of civil registration. Thesis puts the theme of basic registers in the overall context with the project of electronization of public administration in the Czech Republic. In the general part this work provides basic view into an organization of Czech public administration, maps the evolution of strategic documents connected with development of e-government in the European Union as well as the development of Czech e-government, called eGON. Thesis also provides basic information about the system of basic registers and its essential components. The special part of this thesis is devoted to provide information about each one of basic registers, especially about basic registry of inhabitants and the current system of civil registration as it should serve as a source of data for basic register for civil registration. In the process of writing this thesis, the author worked mainly with the current Czech legal regulation and documents of the Ministry of the interior, related to the topics of basic registers for public administration, e-government and civil registration.
