Privatization of state property during the post-communist transition (the case of Czechoslovakia)

Abstract:

V Československu v postkomunistické transformaci došlo k privatizaci státního majetku šokovou metodou. Tu prosadil tehdejší federální ministr financí a po roce 1992 předseda vlády V. Klaus po debatě uvnitř vlády a s opozičními subjekty. Jeho hlavními oponenty se staly zastánci gradualistické myšlenky a zastánci sociálně-tržního hospodářství. V pro něj vyhraných volbách v roce 1992 byl jeho návrh podpořen i veřejností. Podniky byly ve velkém míře privatizovány do soukromých rukou, přičemž v polovině případů byla využita kupónová metoda. To znamená, že účastníci privatizace dostali kupónové knížky, za které mohli získat podíly ve vybraných podnicích. Své knížky mohli také svěřit investičním fondů, na které je dnes nahlíženo velmi negativně po případech jejich tunelování. Ekonomové se dělí dnes na její zastánce a kritiky. Z řad politiků patří mezi její největší kritiky V. Komárek a M. Zeman.

Abstract:

In Czechoslovakia, in the post-communist transformation, the state property was privatized by the method of shock. This method was enforced at first by the then federal Finance Minister and after 1992 by the Prime Minister V. Klaus, after a debate within the government and with opposition parties. The gradualist idea supporters and social market economy proponents became his main opponents. He won in 1992 the elections, in which is proposal was supported also by the public. Companies were in large quantities privatized in private hands. In a 50 % of the privatization cases, a coupon method was used. That means that the participants had gotten privatization coupon books for which they could have obtained shares in selected companies. The books could have been also delegated to the investment funds, which is today considered negative, after cases of tunneling. The contemporary economists are divided on its supporters and critics. Among its biggest critics from the politicians belong V. Komarek and M. Zeman.
